About the CTG Talent Roster and the Role

CTG is establishing a pre-vetted talent roster to facilitate the rapid deployment of expertise for development, humanitarian, government, and institutional partners. Joining this roster is not an immediate job offer but a pathway to future opportunities. This specific role seeks an Environmental Policy Advisor, with potential assignments in Riyadh and other multiple locations globally. Candidates successfully screened for the roster may be contacted for assignments that align with their expertise, availability, and preferences. Rostered membership is typically valid for up to three years and is renewable.

Purpose of the Environmental Policy Advisor Role

The primary purpose of this role is to provide mid-to-senior level technical advisory support. This includes advising on urban planning, spatial development, master planning, urban design, and city transformation initiatives. The advice should be aligned with national development strategies, sustainable urbanization objectives, and Sustainable Development Goals (SDGs) priorities.

Key Responsibilities

  • Support the development, review, or implementation of environmental policies, strategies, regulatory frameworks, action plans, and institutional roadmaps.
  • Provide advice on biodiversity conservation, ecosystem restoration, land degradation, climate adaptation, nature-based solutions, pollution control, and sustainability priorities.
  • Translate technical, scientific, and policy evidence into practical and context-relevant advisory inputs for government and development partners.
  • Support alignment with national strategies, SDGs, climate commitments, biodiversity frameworks, and environmental governance priorities.
  • Assist in integrating climate resilience, biodiversity, ecosystem services, and sustainability considerations into sectoral strategies and programmes.
  • Contribute to environmental safeguards, risk screening, impact assessment review, and mitigation measures.
  • Advise on policy coherence across environment, water, agriculture, urban development, energy, and economic development sectors.
  • Engage with various stakeholders including ministries, environmental agencies, conservation authorities, development partners, academic institutions, civil society, and the private sector.
  • Support consultations, policy workshops, technical working groups, and coordination mechanisms.
  • Build capacity of counterparts through briefings, technical notes, training inputs, and knowledge-sharing activities.
  • Prepare policy briefs, analytical notes, technical reports, presentations, consultation summaries, and other knowledge products.
  • Support the monitoring of environmental policy implementation and document lessons learned.

Qualifications and Experience

Candidates should possess the following qualifications:

  • A university degree in Environmental Policy, Environmental Science, Climate Change, Natural Resource Management, Biodiversity, Ecology, Sustainability, Public Policy, or a related field. A Master’s degree is preferred for senior advisory assignments.
  • Between 5 and 20 years of progressively responsible experience in environmental policy, climate, biodiversity, sustainability, natural resource governance, or related fields.
  • Experience working with governments, UN agencies, IFIs, environmental authorities, climate funds, or major development programmes is strongly preferred.
  • Experience in arid, semi-arid, dryland, desertification, or climate-sensitive contexts is considered an advantage.
  • Team management experience is desired.

Required Skills and Attributes

  • Proficiency in environmental policy design, regulatory review, and strategy development.
  • Expertise in climate adaptation, biodiversity, ecosystem restoration, land degradation, or sustainability.
  • Understanding of SDGs, environmental safeguards, climate commitments, and nature-based solutions.
  • Ability to translate technical evidence into practical policy and programme recommendations.
  • Strong writing, consultation, facilitation, and stakeholder engagement skills.
  • Fluency in English is required. Arabic language skills are an advantage, particularly for assignments in the Middle East involving government interaction.
  • Ability to work effectively in multicultural and interdisciplinary teams.
  • Willingness to work in diverse programme environments, including on-site, hybrid, or advisory arrangements as needed.

Contract Modalities and Work Type

This vacancy is for inclusion in a pre-vetted roster. Depending on client and project needs, various contract modalities may be utilized. These can include fixed-term, project-based, consultancy, retainer, remote, hybrid, or on-site assignments. Potential duty stations include multiple locations globally, with specific assignments possible in the Middle East, Africa, Asia, and other regions, including Riyadh, Saudi Arabia, based on programme requirements.
