About Norconsult Telematics and the Role

Norconsult Telematics is seeking a Fiber Network Planner to join its team. This is a contract position based in Riyadh, Saudi Arabia, focusing on the end-to-end planning of fiber networks for significant projects.

Role Objective

The primary objective of this role is to own the end-to-end fiber network planning for long-distance network projects. This involves planning and validating fiber network routes, topology, capacity, splicing, ODF connectivity, route diversity, and preparing implementation-ready fiber records. The planner must ensure all designs align with service requirements and downstream transport/IP planning needs.

Key Responsibilities

  • Develop fiber network plans covering backbone, metro, access, inter-site connectivity, route diversity, and PoP/site interconnections.
  • Perform capacity planning, fiber core allocation, and utilization forecasting across the network, ensuring a high fiber planning deliverable acceptance rate.
  • Analyze existing fiber inventory, GIS records, duct/route data, ODF records, splice diagrams, and field survey outputs to identify gaps and constraints.
  • Prepare route plans, fiber allocation plans, cable and core utilization views, ODF/patching requirements, and diversity assessments.
  • Coordinate with civil works, field survey, implementation, operations, and vendor teams to validate routes, distances, feasibility, and access requirements.
  • Ensure fiber plans support DWDM, IP/MPLS, enterprise, wholesale, and critical service requirements.
  • Define and enforce naming conventions, route identifiers, fiber core assignments, splice references, and documentation standards.
  • Support reconciliation of planned fiber records with physical inventory, as-built documentation, and circuit data.
  • Identify fiber risks, including single points of failure, insufficient capacity, inaccurate records, route conflicts, or missing evidence.
  • Maintain planning trackers and deliver clean datasets for inventory update, implementation, and reporting.

Required Qualifications and Experience

  • Bachelor's degree in Telecommunications, Electrical Engineering, or a related field.
  • A minimum of 8 years of experience in fiber network planning, OSP/ISP design, or fiber inventory engineering.
  • Experience with telecom GIS, fiber inventory platforms, network design tools, and structured planning datasets.
  • Hands-on experience in route planning, diversity, and capacity planning.
  • Experience working with multi-site field teams, contractors, and implementation vendors.
  • Fiber optic design and/or installation certification is preferred.
  • FTTx/OSP planning certification is preferred.
  • GIS or telecom inventory platform training is an advantage.

Work Environment and Compensation

This is a contract role based on-site in Riyadh, Saudi Arabia. The salary for this position will be discussed during the interview process and is not disclosed at this time.
