About the Role

Career Gulf is seeking an HR Specialist to manage full-cycle human resources operations for a China Enterprise's project office in Riyadh, Saudi Arabia. This full-time role involves overseeing personnel management for both local and dispatched Chinese staff, ensuring compliance with local labor laws and company policies. The specialist will be responsible for maintaining the smooth operation of the overseas team’s HR system.

Key Responsibilities

  • Conduct recruitment, including resume screening, interview coordination, background checks, and onboarding follow-up for local and Chinese staff, based on project and company needs.
  • Manage all procedures related to employee onboarding, probation, transfers, resignations, and contract renewals.
  • Establish and maintain comprehensive personnel files and employment contract records for both Chinese and local staff, ensuring proper categorization, archiving, and up-to-date documentation.
  • Manage daily attendance tracking, shift scheduling, leave and overtime approvals, and generate monthly attendance reports.
  • Assist in implementing performance evaluation systems, follow up on scoring, result aggregation, and performance feedback.
  • Ensure compliance with Saudi labor laws and local employment policies, managing HR processes for social insurance, work permits, labor documentation, and visa requirements for local employees.
  • Proactively identify and mitigate overseas employment risks, regularly reviewing compliance issues and implementing corrective actions.
  • Facilitate day-to-day communication, emotional support, and conflict resolution, addressing employee concerns promptly.
  • Organize local team-building activities, holiday benefits, and cultural initiatives to strengthen team cohesion.
  • Prepare regular HR ledgers, personnel movement reports, and HR data analysis reports.
  • Liaise with the domestic headquarters’ HR department to ensure timely submission of documents and effective policy implementation.
  • Complete other HR-related tasks and local coordination assignments as directed by supervisors.

Experience and Qualifications

Candidates for this HR Specialist position should possess 2-5 years of relevant experience in human resources operations. The role requires a strong understanding of full-cycle HR processes and a commitment to ensuring compliance with labor regulations.

Required Skills

  • Proficiency in recruitment and staffing procedures.
  • Strong knowledge of employee onboarding, offboarding, and file management.
  • Ability to manage attendance, leave, and performance tracking systems.
  • In-depth understanding of Saudi labor laws and local employment policies.

Work Location

This role is based in Riyadh, Saudi Arabia, supporting the project office of a China Enterprise.
