Job Description

About the Role

WSP is seeking an HSE Officer to support the implementation, monitoring, and enforcement of Health, Safety, and Environmental requirements for utility infrastructure projects in Riyadh. This full-time role involves close collaboration with supervision and contractor teams to ensure compliance with project HSE standards, local regulations, and WSP policies, while fostering a proactive safety culture across all site activities.

Key Responsibilities

  • Monitor contractor compliance with approved Health, Safety, and Environmental plans, procedures, and site requirements.
  • Conduct routine site inspections, audits, and safety observations for utility infrastructure construction activities.
  • Identify unsafe conditions and practices, ensuring timely implementation of corrective and preventive actions.
  • Review and verify work permits, risk assessments, method statements, and toolbox talks before work commencement.
  • Support incident reporting, investigations, root cause analysis, and the implementation of corrective actions.
  • Maintain accurate records of inspections, observations, incidents, safety meetings, and HSE statistics.
  • Participate in daily, weekly, and monthly HSE meetings with project stakeholders and contractors.
  • Monitor high-risk activities including excavation, utility installation, lifting operations, confined space entry, and traffic management.
  • Promote safety awareness through regular site engagement, training, and behavioral safety initiatives.
  • Ensure compliance with Saudi regulations, client requirements, and WSP HSE standards.
  • Monitor environmental controls such as waste management, dust suppression, spill prevention, and housekeeping practices.
  • Support emergency preparedness activities, drills, and response procedures.
  • Coordinate with Resident Engineers, Inspectors, and Contractor HSE teams to maintain a safe working environment.
  • Prepare HSE reports and provide recommendations for continuous improvement.

Qualifications and Experience

  • Bachelor's Degree or Diploma in Occupational Health & Safety, Engineering, Environmental Science, or a related discipline.
  • Minimum of 5-8 years of experience in HSE supervision within construction and infrastructure projects.
  • Proven experience on utility infrastructure, roads, wet utilities, dry utilities, or civil infrastructure projects.
  • Experience working within Consultant Construction Supervision, PMC, CMO, or Engineer environments.
  • NEBOSH IGC certification is mandatory.
  • Additional qualifications such as IOSH, OSHA, or equivalent certifications are preferred.

Required Skills

  • Strong knowledge of international HSE standards, risk management principles, and construction safety practices.
  • Experience conducting inspections, audits, incident investigations, and safety reporting.
  • Good communication and stakeholder management skills.
  • Familiarity with Saudi Arabian safety regulations and project requirements is preferred.
  • Proficient in Microsoft Office applications and report preparation.
  • Fluent in English; Arabic language skills would be advantageous.
