About the Role

Qiddiya is seeking a Manager, IT Strategy and Planning to join their team in Riyadh. This full-time position requires 5-10 years of experience and focuses on developing and governing the technology strategy to align with organizational objectives and drive operational excellence.

Technology Strategy and Governance

The Manager, IT Strategy and Planning will be responsible for developing and maintaining the technology strategy, roadmap, and strategic initiatives. This includes supporting the definition and execution of the technology operating model, governance framework, and organizational priorities. The role will establish and monitor key performance indicators (OKRs/KPIs) and facilitate governance forums and executive-level reporting.

Strategic Planning and Portfolio Management

This position leads the annual technology strategic planning and workforce planning cycles. Responsibilities include developing and maintaining the technology portfolio roadmap and investment priorities, coordinating cross-functional initiatives to ensure alignment with business requirements, and monitoring portfolio performance, risks, dependencies, and resource allocation.

Budgeting, Financial Planning, and Performance Management

The role leads the technology budgeting and forecasting processes in collaboration with Finance and business stakeholders. This involves monitoring budget utilization, investment planning, cost optimization initiatives, and financial performance. Additionally, the Manager will support business case development and investment justification for strategic technology initiatives, and develop executive dashboards, performance reports, and management presentations to track strategic initiatives, milestones, and benefits realization.

Transformation and Continuous Improvement

The Manager will lead strategic transformation programs and organizational improvement initiatives. This includes identifying opportunities to optimize technology processes, governance, and operating models, and driving continuous improvement and operational excellence across the Technology function.

Qualifications and Experience

Candidates should possess a Bachelor's degree in Information Technology, Computer Science, Information Systems, Business Administration, Engineering, or a related field. A Master's degree (MBA or equivalent) and professional certifications such as PMP, ITIL, TOGAF, COBIT, or strategic management certifications are preferred. The role requires a minimum of 8-10 years of experience in Technology Strategy, IT Planning, PMO, Management Consulting, or Technology Governance, with experience in large-scale organizations, digital transformation programs, or complex enterprise environments.
