Job Description

About the Plant Operations Manager Role

International Water Distribution Co. (Tawzea) is seeking a Plant Operations Manager to lead the operations and maintenance of its Wastewater Treatment Plant (WWTP-3) in Riyadh. This full-time position requires 5-10 years of relevant experience, focusing on ensuring safe, compliant, and continuous plant functionality within a critical infrastructure environment.

Core Operational Leadership

  • Lead the safe, compliant, and continuous operation and maintenance of WWTP-3.
  • Coordinate the core team across all process areas within the plant.
  • Direct staffing, manage shift coverage, and establish contingency arrangements.
  • Ensure readiness for additional train activation as required.
  • Oversee personnel competency, training completion, performance evaluation, and cross-training initiatives.

Performance and Stakeholder Management

  • Ensure operational performance and compliance with Key Performance Indicators (KPIs), including escalation and corrective actions.
  • Coordinate effectively with the Employer, NWC, and relevant project interfaces.
  • Lead operational reporting and conduct management reviews.
  • Coordinate handover processes, D&B/DNP interfaces, and engagement with OEM/Technology Providers.
  • Manage operational readiness activities.

Candidate Profile and Experience

The ideal candidate will possess proven experience in the management of comparable wastewater treatment facilities and multidisciplinary Operations & Maintenance (O&M) teams. Essential qualifications include strong accountability for 24/7 plant operations, robust KPI/performance management capabilities, and effective client/regulatory coordination. Prior experience with WWTPs in Saudi Arabia (KSA) is considered a significant advantage and will enhance candidate ranking, though it is not a mandatory requirement.

Competency and Development Requirements

  • Complete project induction and applicable safety/emergency training before independent duty.
  • Participate in system-specific training relevant to the role during handover, including FCR, SCADA, and major plant equipment where applicable.
  • Maintain all role-required certifications and training records.
  • Participate in annual refresher and cross-training programs.
  • Be included in the project competency matrix, with training, certification, refresher status, and cross-training capability maintained throughout deployment.
