Role Overview: Principal Consultant/Associate Director – Transaction Advisory

Jacobs is seeking a Principal Consultant/Associate Director – Transaction Advisory to join its Strategic Advisory team in the Middle East. This full-time role, based in Riyadh, Saudi Arabia, focuses on Transaction Advisory and Public-Private Partnerships (PPP/P3). The successful candidate will advise public and private sector clients across the entire project lifecycle, from early-stage strategy and project development through procurement, commercial structuring, transaction execution, and implementation. This position requires 5-10 years of experience.

Key Responsibilities

• Participating in the development and growth of regional consulting teams within Jacobs.
• Working on strategic positioning, value proposition development, strategic technical analysis, due diligence, and transaction advice for major infrastructure projects.
• Engaging in PPP/P3 projects, including development, structuring, and delivery, value-for-money analysis, due diligence, and technical reporting.
• Supporting clients in formulating policies, strategies, and programs to accelerate private sector development and public-private partnerships.
• Working on strategy development, due diligence, risk appraisal, project monitoring, modeling, business cases, and economic appraisal.
• Providing technical support for business cases, RFP documents, preliminary design, and specification development.

Leadership in PPP Projects

• Leading and managing multidisciplinary teams across PPP/P3 project lifecycles, including project development, procurement, transaction execution, contract management, and stakeholder engagement.
• Providing leadership, mentoring, and technical oversight to consultants and project teams to ensure high-quality delivery of transaction advisory services.
• Acting as a project manager and trusted advisor to public and private sector clients on complex infrastructure and PPP transactions.

Experience and Location

This role requires 8+ years of relevant experience. The position is based in Riyadh, Saudi Arabia, and serves clients across all regions of Saudi Arabia.
