The Opportunity

Efficio is seeking a Procurement Lead Development & Construction to join its growing team in Riyadh, Saudi Arabia. This contract role involves embedding with client procurement functions to deliver critical procurement activities, with a strong focus on development and construction projects, directly contributing to Saudi Vision 2030 initiatives. The successful candidate will play a key role in managing end-to-end cost portfolios and ensuring value delivery from procurement.

Key Responsibilities

• Take full ownership of the end-to-end procurement lifecycle, from sourcing strategy to purchase order execution, specifically for development and construction projects.
• Ensure all procurement activities are efficient, compliant, and value-driven.
• Manage the entire procurement process, including requirements gathering, planning, market engagement, supplier selection, and PO execution.
• Drive sourcing initiatives across categories such as Engineering, Design & Technical Consulting, Construction & Turnkey Projects, and Finishings & Interior Design, identifying cost savings and service improvement opportunities.
• Ensure compliance with internal controls, policies, and regulatory frameworks while maintaining a client-focused approach.
• Build and maintain strong stakeholder relationships with PMCs, project managers, finance, legal, and engineering teams to support alignment and effective decision-making.
• Oversee requisition and PO processes, ensuring timely and accurate execution, including resolution of budget check errors or system issues.
• Lead supplier onboarding, pre-qualifications, and supplier performance management to enable sourcing of capable vendors.
• Conduct internal training to support the adoption of procurement systems and best practices.
• Analyze spend and supplier data to propose cost-saving, packaging, and efficiency improvement strategies.
• Perform other job-related duties as required by the direct manager.

Required Qualifications

• Strong end-to-end procurement background.
• Experience managing procurement and commercial activities across engineering and construction works.
• Strong understanding of the development and construction lifecycle and knowledge of related supply markets.
• Track record of delivering significant savings through strategic sourcing and continuous improvement initiatives.
• Excellent communication and stakeholder management skills, with the ability to influence at senior levels.
• Adept multi-tasker, capable of managing multiple concurrent sourcing activities.

Technical Skills and Tools

• Proficient in using data to support informed decision-making.
• Highly proficient in Microsoft Excel (including VLOOKUPs and pivot tables), Word, and PowerPoint.
• Hands-on experience with ERP procurement tools such as SAP Ariba, Oracle, or similar platforms.

Experience and Work Environment

This contract position is based in Riyadh and requires 5-10 years of relevant experience. The role involves working within a dynamic environment, supporting clients across the Kingdom in achieving their strategic objectives related to Vision 2030.
