About Aviagen and the Role
Aviagen is seeking a Procurement Manager to join its team in Riyadh. This full-time position is central to leading the organization's procurement function, overseeing activities during both construction and operational phases.
Role Purpose and Scope
The Procurement Manager is responsible for developing and implementing procurement strategies that ensure the timely, cost-effective, and sustainable acquisition of goods, materials, equipment, and services. The role encompasses strategic sourcing, supplier relationship management, contract negotiation, procurement governance, cost optimization, and continuous process improvement. It ensures compliance with company policies, quality standards, and applicable legal and regulatory requirements. During the construction phase, the role specifically focuses on the timely procurement and delivery of materials, equipment, and subcontracted services, alongside the planning and evaluation of vendor proposals. The manager will collaborate closely with internal stakeholders, including Project Managers, Design, Engineering, and Construction teams, to deliver efficient procurement solutions that balance quality, cost, risk, and operational requirements.
Key Responsibilities
- Develop and implement procurement strategies, policies, procedures, and best practices aligned with business objectives.
- Manage the complete procurement life cycle across all disciplines, including purchase requisitions, supplier selection, purchase orders, delivery coordination, invoice reconciliation, and supplier performance monitoring.
- Identify, evaluate, qualify, and develop local and international suppliers, maintaining an Approved Supplier List and supplier qualification process.
- Build and maintain strong strategic relationships with key suppliers, conducting performance evaluations and implementing continuous improvement initiatives.
- Perform market research, benchmarking, and commercial analysis to identify sourcing opportunities.
- Prepare, review, and manage RFQs, RFPs, tenders, commercial evaluations, and supplier selection processes.
- Collaborate with engineering to prepare and manage Bills of Quantities (BOQs) using relevant software.
- Draft and review tender documents and construction contracts, ensuring alignment with project requirements.
- Lead commercial negotiations covering pricing, payment terms, delivery schedules, warranties, service levels, and contractual conditions.
- Draft, review, and administer procurement contracts in collaboration with stakeholders, ensuring effective management of commercial and operational risks.
- Coordinate with construction teams for proper delivery, inspection, and acceptance of materials on site.
- Develop and manage procurement budgets, costs, cashflows, forecasting, change orders, and deviations.
- Monitor procurement expenditures, identify cost savings opportunities, and lead value engineering initiatives without compromising quality.
- Monitor inventory levels, coordinate supply planning with operational teams, and support supply chain continuity.
- Identify, assess, and mitigate procurement risks, including supply chain disruptions, supplier dependency, price volatility, contractual risks, and regulatory compliance.
- Ensure procurement activities comply with company policies, internal controls, ethical standards, and applicable laws, promoting responsible and sustainable practices.
- Partner with Finance, Operations, Engineering, Production, Quality, Logistics, and other business functions to understand procurement requirements and provide commercial guidance.
- Develop procurement KPIs and performance dashboards, monitor supplier performance, and prepare regular management reports.
- Utilize ERP systems and digital tools to enhance procurement visibility and reporting, maintaining accurate records.
Required Qualifications and Experience
- Minimum of 7–10 years of progressive procurement experience, including leadership responsibilities.
- Proven experience in strategic sourcing, supplier management, contract negotiation, and procurement operations.
- Experience in implementing procurement systems, policies, and process improvements.
- Strong understanding of procurement best practices, commercial negotiations, and supply chain management.
- Previous procurement experience in integrated construction projects is highly preferred.
- Experience in the poultry industry, including hatcheries, poultry farms, and related procurement, is considered a key advantage.
