About the Role

Al Rugaib Holding Company is seeking an experienced Procurement Supervisor for its Construction Sector (MCC) in Riyadh, Saudi Arabia. This full-time role involves managing and coordinating procurement activities for construction projects, ensuring the timely sourcing and purchasing of materials, technical requirements, and subcontracting services. The successful candidate will operate in accordance with approved procedures, project requirements, quality standards, and commercial objectives.

Key Responsibilities

  • Manage and follow up on procurement requests for construction projects from receipt through the issuance of Purchase Orders.
  • Coordinate with project teams, technical departments, and other relevant functions to define procurement requirements and technical specifications.
  • Identify, evaluate, and develop qualified suppliers and subcontractors, while maintaining and expanding the supplier database.
  • Prepare and issue Requests for Quotations (RFQs) and ensure timely submission of quotations from suppliers.
  • Prepare and review commercial comparisons, and coordinate technical evaluations and bid comparisons with relevant teams.
  • Negotiate with suppliers and subcontractors to secure competitive prices, favorable payment terms, delivery schedules, and other commercial conditions.
  • Prepare, issue, and follow up on Purchase Orders and contracts in accordance with company policies, procedures, and authorization levels.
  • Monitor material and service deliveries, coordinating with project teams and warehouses to ensure compliance with schedules.
  • Monitor supplier performance based on pricing, quality, service, and delivery commitments.
  • Support project teams with urgent procurement requirements and implement proactive measures to minimize procurement-related delays.
  • Maintain accurate procurement records and prepare periodic reports on Purchase Requisitions, Purchase Orders, outstanding deliveries, and procurement status.
  • Ensure all procurement activities comply with company policies, procedures, and applicable project requirements.

Qualifications and Experience

  • Bachelor’s degree in Engineering, Procurement, Supply Chain, or a related field.
  • 5-10 years of relevant experience in procurement within the construction and contracting sector.
  • Practical knowledge of construction materials, technical requirements, and subcontractor procurement.
  • Understanding of procurement procedures, supplier sourcing, quotation evaluation, negotiation, and Purchase Order processes.
  • Ability to read and understand Bills of Quantities (BOQs), technical specifications, drawings, and project requirements.
  • Experience working with ERP systems; knowledge of Microsoft Dynamics is an advantage.
  • Good command of English; Arabic communication skills are an advantage.

Required Skills

  • Strong negotiation, communication, coordination, and supplier management skills.
  • Good analytical and commercial evaluation skills.
  • Ability to manage multiple procurement requirements and work effectively under deadlines.

Preferred Experience

  • Experience in procurement for construction projects, specifically involving materials, technical works, and subcontracting services.
  • Experience dealing with both local and international suppliers and subcontractors.
  • Experience supporting multiple projects simultaneously.

Work Environment

This is a full-time position based in Riyadh, Riyadh, Saudi Arabia, within the Construction Sector of Al Rugaib Holding Company. The role requires active coordination with various project teams and external suppliers to ensure efficient procurement operations.
