Program Manager

About the Role

Hill International (KSA) is seeking a Program Manager to join their team in Riyadh, Riyadh Province. This full-time role involves leading and overseeing large-scale infrastructure programs, which comprise multiple projects, ensuring successful delivery from the initial planning stages through to execution. The Program Manager will coordinate with various stakeholders to define project parameters and drive alignment with client objectives.

Program Management Overview

The Program Manager is responsible for the comprehensive management of infrastructure programs, ensuring effective risk management, quality control, and compliance with design specifications, safety, and environmental standards. This includes managing stakeholder communication, overseeing contracts and fiscal controls, and optimizing project sequencing to enhance delivery efficiency and minimize operational disruption.

Key Responsibilities

• Participate in the planning and formulation of design alternatives and solutions for construction projects.
• Collaborate with project sponsors, cross-functional teams, and assigned project managers to develop scope, deliverables, resources, work plans, budgets, and timelines for new initiatives.
• Manage program and project teams to achieve optimal return on investment and coordinate cross-project initiatives.
• Identify key requirements for cross-functional teams and external vendors.
• Develop and manage project budgets, ensuring accountability for delivering against established business goals and objectives.
• Work with other program managers to identify risks and opportunities across multiple projects within the department.
• Analyze, evaluate, and mitigate program risks, and produce program reports for managers and stakeholders.
• Maintain continuous communication with client representatives regarding project progress and areas of concern.
• Develop and administer project budgets, fiscal controls, contracts, and quality control provisions.
• Direct work sequencing to expedite project delivery and minimize disruption to ongoing operations.
• Ensure project operations comply with design specifications and client requirements.
• Adhere to relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures within Hill International.
• Perform other duties as assigned by the line manager or supervisor.

Qualifications and Experience

• A minimum of 10 years of experience in program or project management, preferably within large-scale infrastructure.
• Demonstrated ability to lead and oversee complex programs with multiple projects.
• Proven experience in risk management, quality control, and compliance.

Work Environment

This is a full-time position based in Riyadh, Saudi Arabia, requiring active participation in project planning, execution, and stakeholder engagement within a dynamic infrastructure development context.
