About the Program Manager Role

Hill International, Inc. is seeking a Program Manager for a full-time position in Riyadh, Riyadh. This role involves leading and overseeing large-scale infrastructure programs that comprise multiple projects, ensuring successful delivery from initial planning through execution. The Program Manager will coordinate with project sponsors, cross-functional teams, and project managers to define scope, resources, budgets, and timelines, while ensuring alignment with client objectives.

Key Responsibilities

• Participate in the planning and formulation of design alternatives and solutions for construction projects.
• Collaborate with project sponsors, cross-functional teams, and assigned project managers to develop the scope, deliverables, required resources, work plan, budget, and timing for new initiatives.
• Manage program and project teams to optimize return on investment, and coordinate and delegate cross-project initiatives.
• Identify key requirements for cross-functional teams and external vendors.
• Develop and manage project budgets, and be accountable for delivering against established business goals and objectives.
• Work with other program managers to identify risks and opportunities across multiple projects within the department.
• Analyze, evaluate, and mitigate program risks, and produce program reports for managers and stakeholders.
• Maintain continuous communication with the Client’s representatives regarding project progress and areas of concern.
• Develop and administer project budgets, fiscal controls, contracts, and quality control provisions.
• Direct work sequencing to expedite project delivery and minimize disruption of ongoing operations.
• Ensure that project operations comply with design specifications and client requirements.
• Inform themselves of relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures within Hill International, ensuring continued compliance.
• Perform other duties as assigned by the line manager or supervisor.

Program Management and Oversight

The role ensures effective risk management, quality control, and compliance with design specifications, safety, and environmental standards across all projects within the program. This includes managing stakeholder communication, overseeing contracts and fiscal controls, and optimizing project sequencing to enhance delivery efficiency and minimize operational disruption.

Required Qualifications and Experience

• A minimum of 10 years of experience in program or project management, specifically within large-scale infrastructure initiatives.
• Demonstrated ability to lead and oversee complex programs from planning through execution.
• Experience in coordinating with diverse teams, sponsors, and stakeholders.

Work Environment

This is a full-time position based in Riyadh, Riyadh. The role requires active engagement with various internal and external stakeholders, ensuring adherence to Hill International's quality, environmental, safety, and occupational health policies.
