Programme Director, Rail Infrastructure

A leading international infrastructure consultancy is seeking an experienced Programme Director for a full-time position in Riyadh, Saudi Arabia. This strategic leadership role involves overseeing the delivery of a major rail infrastructure programme, managing a multi-billion-dollar portfolio of rail and metro projects across their full lifecycle. The successful candidate will possess over 10 years of relevant experience in large-scale infrastructure programme delivery.

Strategic Programme Leadership

This position focuses on directing programme delivery, governance, and client engagement across multiple concurrent schemes. Rather than leading a single project, the Programme Director ensures successful execution from planning through to completion for an extensive portfolio of rail and metro projects. The role requires executive leadership and significant influence over programme delivery.

Core Responsibilities

• Lead the delivery of a major portfolio of rail and metro infrastructure projects.
• Provide executive leadership across programme management, governance, and delivery assurance.
• Develop and implement programme-wide standards, procedures, and delivery frameworks.
• Ensure projects are delivered safely, on schedule, within budget, and to the highest quality standards.
• Oversee programme controls, including planning, scheduling, cost management, risk, and reporting.
• Lead multidisciplinary teams across civil, track, stations, systems, signalling, telecommunications, electrification, and associated infrastructure.
• Build strong relationships with senior client executives and key project stakeholders.
• Drive collaboration between engineering, commercial, construction, and project controls functions.
• Provide strategic advice on programme performance, delivery risks, and mitigation strategies.
• Mentor and develop senior project leadership teams.

Candidate Profile and Requirements

• Proven experience as a programme leader, having successfully delivered large-scale rail or metro infrastructure programmes.
• Extensive experience managing complex multidisciplinary infrastructure portfolios, rather than individual projects.
• Background within a client-side, delivery partner, or programme management environment.
• A minimum of 10 years of experience in a relevant leadership capacity.
• Demonstrated ability to thrive in complex, client-facing leadership positions.
• A proven background in Programme Management, Delivery Partner, or PMO environments.
