About the Role

KBR, Inc. is seeking a Project Control Manager to join their team in Riyadh, Saudi Arabia. This is a full-time position focused on a major infrastructure program for a mixed-use development. The project aims to establish a global landmark in Riyadh, recognized for its unique vision and position as an authentic destination, creating a distinct, self-sustaining hub with iconic assets.

Role Overview

Reporting to the Project Controls Director, the Project Control Manager is responsible for maintaining, governing, implementing, and providing pre- and post-contract implementation governance for Project Controls policies, management plans, standards, procedures, and processes. This role supports reporting requirements and systems such as Aconex, Unifier, and P6. Regular review and updates of existing governance documents on a quarterly or annual basis are required.

Key Responsibilities

  • Onboard and train PMCs to facilitate understanding of the program, policies, processes, and associated project management information systems and applications.
  • Maintain, implement, and administer the PMC onboarding process and welcome pack documents, continuously updating the PMC onboarding tracker.
  • Maintain and implement the Project Controls governance structure, including roles and responsibilities (RACI) across all downstream levels.
  • Review the existing structure, propose improvements, and align with required updates/changes.
  • Maintain, review, and update all Reporting Governance Documents, including management plans, manuals, guidelines, and templates.
  • Develop, implement, and administer a comprehensive program meeting and reporting calendar for assigned Districts/Master Plans.
  • Manage and maintain the PMIS-driven business intelligence (BI) reporting platform, including preparing and creating new BI dashboards and data entry registers through approved systems (*, SharePoint, Unifier).
  • Compile data from PMCs for standardized weekly, monthly, and executive-level dashboards.
  • Perform project-level performance reporting for schedule, cost, risk, procurement, OHSE, and change management.
  • Ensure consistent data definitions, KPIs, and red-amber-green (RAG) criteria across all reports.
  • Assist with the preparation of training material for PMCs on the use of implemented systems and data population.
  • Provide support to the client's Project Controls Team for related PMIS and Data Warehouse (DWH) requirements.
  • Maintain, implement, and administer a process for tracking and monitoring PMC performance against agreed KPIs, producing a monthly report highlighting performance and required corrective actions.
  • Update the status of corrective actions during subsequent reporting cycles.
  • Assess existing monitoring systems and propose enhancements and improvements to the overall process.
  • Ensure PMC reporting schedules are consistent with PMO executive report preparation.
  • Review and collate District/Master Plan programs to produce and maintain the Integrated Master Schedule (IMS).
  • Establish and implement Project Controls Compliance Audit Requirements and conduct regular PMC audits to ensure adherence to standards and policies.
  • Implement processes and systems to monitor the timely completion of Stage Gate Reviews and reporting across assigned Districts/Master Plans, highlighting issues and/or risks impacting program delivery.
  • Maintain and issue the "KPI's Report" monthly, highlighting key areas of concern with corrective measures and mitigation.
  • Produce a "Key Actions Required" report and escalation process for executive management.
  • Prepare the monthly Programme Status Report, highlighting overall program, district, and individual project status and progress, including status against approved dates, schedule alerts, and key issues.
  • Manage and update the existing Work Breakdown Structure (WBS) with updates recorded in the WBS change register.
  • Maintain an updated mapping tracker between WBS, CBS, and SAP projects.
  • Prepare monthly Programme Level Status Reports.
  • Prepare required inputs for Executive Reports, including program and commercial updates and "asks" requirements from client information.
  • Develop and implement a Value Engineering Management plan, process, and templates with communication and training for PMCs to record savings against the Budget (Total Development Cost).
  • Develop and maintain a standardized Cost Breakdown Structure (CBS) across all programs and projects to ensure consistent cost planning, budgeting, forecasting, and reporting, aligning CBS, WBS, work packages, procurement strategies, and budgeting requirements.
  • Develop and maintain a structured Work Package Identification framework to ensure all project scope is clearly defined, consistently structured, and effectively aligned with planning, cost, procurement, and delivery.

Qualifications and Experience

  • A minimum of 10 years of experience in project controls or a related field.
  • Demonstrated experience with project management information systems (PMIS) such as Aconex, Unifier, and P6.
  • Proven ability to develop, implement, and govern project controls policies and procedures.
