About the Role
Mace is seeking a Project Controls Manager to join their team in Riyadh, Saudi Arabia. This full-time role involves delivering PMO and Project Controls services for major new-build stadiums, stadium redevelopments, and wider precinct transformations within the Riyadh region. The Project Controls Manager will be integral to implementing and delivering these services as part of the PMO and Planning Centre of Excellence.
Project Context
Mace provides strategic project management consultancy for significant infrastructure projects in Riyadh. The scope of work includes the delivery of new stadiums, increasing existing stadium capacity, developing major mixed-use amenities, and establishing robust knowledge transfer processes to ensure operational excellence and long-term sustainability beyond the construction phase.
Key Responsibilities
- Champion safety, wellbeing, inclusivity, and responsible delivery across all projects.
- Deliver projects through clear planning, quality systems, and strong stakeholder collaboration.
- Supervise change and commercial performance with integrity.
- Lead teams to achieve strategic project Key Performance Indicators (KPIs), share best practices, and foster potential across Mace.
- Deliver PMO and Project Controls across commissions, aligning frameworks with the Mace Control Centre and client requirements.
- Build trusted client relationships, supporting governance, reporting, and performance meetings.
- Advise teams on cost, schedule, change, risk, baselines, and contingency management.
- Support integrated controls, junior colleagues, risk mitigation, and net-zero carbon outcomes.
- Manage project budgets and identify risks, challenges, and mitigations.
- Manage design and consultant teams collaboratively to ensure effective completion of responsibilities.
Qualifications and Experience
- Extensive experience supporting the delivery of a range of PMO and Project Controls services within the construction sector and/or management consultancy.
- Experience working on complex construction projects and major consultancy commissions.
- Experience delivering effective PMO and Project Controls Services/assurance frameworks/strategies.
- Working knowledge of PMO and Project Controls tools, techniques, and software (*, MS Office and Power BI, Aconex, Primavera P6, and RiskHive).
- Understanding of the construction/delivery lifecycle.
- Working knowledge of PMO and Project Controls service delivery in one or more sectors (*, rail, highways, nuclear, public sector, hospitals).
- APM Planning and Project Controls (PPC) Foundation and Practitioner certification.

Work Environment
This role is based in Riyadh, Saudi Arabia, and is a full-time position. The successful candidate will promote Mace's value of Safety First, exhibiting visible safety behaviors, sharing lessons learned, and utilizing safety moments and Mace's HSW framework to support the safety and wellbeing of all staff. Technical expertise in local health and safety rules and regulations relevant to the project portfolio is expected. The role also involves promoting a diverse and inclusive working environment and understanding the importance of team wellbeing.
