WSP Middle East is seeking a Project Controls Manager to join our team in Riyadh. This full-time position is critical for a major Roads and Highways project, requiring a professional with over 10 years of experience in project controls.

Role Purpose and Scope

The Project Controls Manager will be responsible for establishing and maintaining robust project controls systems, encompassing planning, scheduling, cost control, progress monitoring, risk management, reporting, and performance measurement. This role ensures project objectives are met through accurate forecasting and timely reporting to the Client, Project Director, and senior management. The successful candidate will lead the project controls team and collaborate closely with clients, contractors, designers, and supervision teams to monitor performance, identify potential risks and delays, and recommend corrective actions.

Key Responsibilities

• Develop, review, and maintain the master project schedule using Primavera P6, including evaluating contractor baseline schedules, monitoring performance, conducting schedule risk analysis, and assessing Extension of Time (EOT) submissions.
• Establish project control procedures, KPIs, and reporting systems; monitor project progress against approved schedules and milestones; and prepare weekly and monthly progress reports for Client and management, including schedule variance analysis and forecasting.
• Monitor project budgets, commitments, expenditures, and forecasts; analyze cost trends; support commercial and contract teams in assessing variations and claims; and ensure effective cost management.
• Maintain the project risk register and mitigation plans; identify schedule, cost, and operational risks; coordinate risk review workshops; and monitor the implementation of mitigation measures.
• Assess contractor claims related to delays, disruptions, and productivity losses; support the evaluation of variation orders and change requests; review supporting records and schedule impact analyses; and provide recommendations on entitlement and time impacts.
• Coordinate with Client representatives, contractors, authorities, and project teams; participate in project progress meetings and executive briefings; and present project performance updates and recovery recommendations.
• Manage and mentor planners, cost engineers, and project controls engineers; establish project controls best practices and standards; and ensure the quality and consistency of project controls deliverables.

Qualifications and Experience

• A minimum of 10 years of experience in project controls.
• Strong experience on Roads, Highways, Expressways, Interchanges, and Transport Infrastructure projects.
• Previous experience with international engineering consultancy firms.
• A Master's Degree is considered an advantage.
• PMP, PSP (Planning & Scheduling Professional), or similar certification is preferred.

Desired Skills and Attributes

• GCC/KSA project experience is highly preferred.
• Experience working on projects valued above SAR 500 million is desirable.
• Ability to work effectively in a fast-paced, multicultural environment.
• High attention to detail and strong commercial awareness.
