The company is currently engaged in a major steel structure construction project in Riyadh, known as the Arena project. We are seeking an experienced professional to lead and manage the comprehensive Health, Safety, and Environment (HSE) aspects for this significant undertaking.

The Role of Project HSE Manager

The Project HSE Manager will be responsible for the full-cycle HSE management of the Arena steel structure construction project in Riyadh. This full-time position requires a leader with a strong background in steel structure projects and a deep understanding of Saudi HSE regulations and compliance systems. The role involves proactive risk control, effective coordination with regulatory authorities, and the ability to manage safety teams and subcontractors efficiently.

Key Responsibilities

• Lead the project’s overall HSE management, ensuring full compliance with Saudi laws, client requirements, and company HSE standards.
• Supervise and mentor HSE Officers, safety supervisors, and subcontractor safety teams.
• Establish and implement project-specific HSE plans, emergency response plans, and risk control strategies.
• Lead incident investigations, conduct root cause analysis, and implement corrective and preventive actions.
• Maintain complete documentation of incidents, near misses, and unsafe conditions.
• Organize safety inductions, toolbox talks, and specialized training for high-risk activities.
• Promote a strong safety culture across all project teams and subcontractors.

Site Safety Oversight and Compliance

The Project HSE Manager will conduct daily and weekly safety inspections, hazard identification, and risk assessments. This includes overseeing high-risk activities such as steel structure lifting, welding, working at height, confined space operations, and heavy equipment operations. The role ensures the proper implementation of Personal Protective Equipment (PPE), safety barricades, lifting plans, and permit-to-work systems. Additionally, the manager will coordinate with clients, consultants, PMC, and Saudi local authorities, including MOMRAH and Civil Defense, for audits, inspections, and compliance reviews, and prepare HSE performance reports for project leadership and stakeholders.

Required Qualifications and Experience

• 5-10 years of experience in HSE management, specifically within steel structure construction projects.
• Proven leadership capability in managing safety teams and subcontractors.
• Deep knowledge of Saudi HSE regulations, compliance systems, and local authority coordination (*, MOMRAH, Civil Defense).
• Demonstrated ability to implement project-specific HSE plans, emergency response plans, and risk control strategies.
• Strong understanding of high-risk construction activities and associated safety protocols.
