About the Project Planning & Control Manager Role

We are seeking an experienced Project Planning & Control Manager to join our Development Control team. This full-time position is integral to the successful delivery of large-scale development projects, requiring a professional with a strong background in project planning, controls, scheduling, budgeting, and performance reporting within complex, multi-project environments. Experience on the Owner-side or with a Project Management Consultancy (PMC) is highly valued.

Role Overview and Responsibilities

The Project Planning & Control Manager will lead the planning and controls function for major development initiatives. This involves developing, maintaining, and actively monitoring integrated master schedules and program plans. A key aspect of the role is consolidating project-level schedules and budgets to provide comprehensive portfolio-level reporting. The manager will continuously monitor project performance, identify deviations in schedule and cost, and propose effective mitigation actions. Collaboration with PMCs, contractors, consultants, and internal stakeholders is essential for coordinating planning activities. The role also encompasses performing critical path analysis, risk assessment, and progress reporting, alongside overseeing document control processes to ensure compliance with governance requirements.

Required Qualifications and Experience

Candidates must possess a Bachelor's degree in engineering or a related discipline. A minimum of 12–15 years of experience in Project Planning & Controls is mandatory. Proven experience working on the Owner side or with a PMC on large-scale development, infrastructure, or real estate projects is essential.

Technical and Soft Skills

Strong expertise is required in the following areas:

  • Primavera P6 (mandatory)
  • Project scheduling and controls methodologies
  • Cost control and budgeting principles
  • Risk and change management processes
  • Executive reporting and portfolio planning

Excellent stakeholder management and communication skills are also critical for this role. Proficiency in both Arabic and English is preferred.
