About the Role

Multilink Management Consultants is seeking a highly skilled Safety Officer to join its team in Riyadh, Saudi Arabia. This full-time position is critical for overseeing and implementing Health, Safety, and Environmental (HSE) standards on various Oil & Gas construction projects. The successful candidate will ensure strict compliance with Saudi regulations, client HSE requirements, and international safety standards, while actively fostering a robust safety culture across all project sites.

Key Responsibilities

• Monitor daily site activities to ensure full compliance with HSE policies and established procedures.
• Conduct regular site inspections to identify and address unsafe acts and conditions promptly.
• Implement and enforce both company and client safety regulations across all operations.
• Deliver toolbox talks, safety inductions, and awareness programs for all site personnel.
• Prepare comprehensive Job Safety Analysis (JSA), Risk Assessments, and Method Statements.
• Ensure the proper use of Personal Protective Equipment (PPE) by all employees on site.
• Investigate accidents, incidents, and near misses, preparing detailed reports that include corrective actions.
• Monitor work permits and ensure strict adherence to the Permit-to-Work (PTW) system.
• Coordinate emergency response drills and evacuation procedures to ensure preparedness.
• Oversee the safe execution of high-risk activities such as Hot Work, Working at Heights, Confined Space Entry, Lifting Operations, and Excavation Activities.
• Maintain accurate HSE records, inspection reports, and all necessary safety documentation.
• Coordinate effectively with client HSE representatives during site inspections and audits.
• Support management in achieving project safety targets, including the goal of zero Lost Time Incidents (LTI).

Qualifications and Experience

• Diploma or Bachelor's Degree in Engineering, Occupational Health & Safety, or a closely related discipline.
• A minimum of 5-10 years of experience as a Safety Officer, specifically within Oil & Gas construction projects.
• Experience working on projects for major clients such as Saudi Aramco, SABIC, Ma'aden, SEC, or other large EPC projects is highly preferred.
• Demonstrated knowledge of Saudi HSE regulations and international safety standards.
• Good understanding of Permit-to-Work (PTW) systems and hazard identification methodologies.
• Strong communication and reporting skills are essential for this role.

Mandatory Certifications

• NEBOSH IGC (Preferred)
• IOSH Managing Safely or IOSH Working Safely
• OSHA 30 Hours (Preferred)
• First Aid & CPR Certification (Preferred)
• A valid Saudi driving license is considered an advantage.

Compensation and Benefits

This full-time position offers a competitive monthly salary ranging from SAR 3,500 to SAR 5,500, which will be determined based on the candidate's experience. The role also includes comprehensive company benefits.
