Role Overview

The Saudi HSE Manager is responsible for developing, implementing, and monitoring health, safety, and environmental (HSE) policies and procedures across project sites. This role ensures compliance with Saudi regulations and company standards throughout high-rise and mixed-use construction projects.

Key Responsibilities

• Conduct site inspections and risk assessments.
• Lead toolbox talks and coordinate safety meetings.
• Oversee incident and accident reporting and investigations.
• Design and deliver training programs for workers and subcontractors.
• Promote a strong safety culture on site.
• Ensure safety plans are integrated into construction methodologies and work permits.
• Collaborate with project management, engineering, and subcontractor teams to address HSE issues, manage audits, and implement corrective and preventive actions.

Qualifications and Experience

• Bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Science, or a related field. Relevant professional certifications (*, NEBOSH, IOSH, OSHA) are highly desirable.
• Proven experience as an HSE Manager or similar role on large-scale construction projects, preferably high-rise or mixed-use developments in Saudi Arabia or the GCC.
• Strong expertise in Health & Safety and Occupational Health, with the ability to establish and enforce HSE policies on high-rise and mixed-use construction projects.
• Proficiency in Environment Health and Safety (EHS) management, including developing environmental protection measures and ensuring compliance with relevant Saudi regulations and standards.
• Experience in Accident Investigation, including root-cause analysis, reporting, and implementation of corrective and preventive actions.
• Capability to design and deliver training programs on HSE topics for diverse site personnel and subcontractors, ensuring clear communication and practical understanding.
• Thorough knowledge of Saudi labor laws, HSE regulations, and international best practices in construction safety.
