About Parsons and the Role

Parsons Corporation is seeking a Senior Contract Administration Professional to join its team in Riyadh. This full-time position involves providing specialized support for a major rail project, focusing on complex construction claims and dispute resolution.

Role Purpose and Reporting

The primary purpose of this role is to offer expert advice on construction claims, including forensic planning, schedule delay analysis, and disruption assessments. The Senior Contract Administration Professional will report directly to the Senior Claims Manager and operate as a key member within a team of Contract Administrators and Claims Specialists, responsible for evaluating and defending against contractor claims.

Core Responsibilities

  • Conduct detailed delay analysis for complex claims and disputes.
  • Analyze extension-of-time claims and formulate recommendations regarding entitlement.
  • Assess damages related to delay and disruption.
  • Support major claims processes and contribute to dispute resolution strategies.
  • Pre-qualify claims from contractors by verifying submission within contractual timescales, confirming initial substantiation, and advising on administrative compliance.
  • Perform forensic analysis of claims and potential claims, including reviewing documentation, liaising with project teams, investigating technical construction issues, and analyzing critical path delays.
  • Identify any concurrent delays caused by contractors and formulate client defenses or counterclaims as appropriate.
  • Ascertain contractor entitlement concerning scope changes, extension of time, and financial quantum.
  • Provide expert forensic planning input for reports, including writing comprehensive claims reports, confirming analysis results, preparing documents for peer review, and supporting submissions to the Engineer.
  • Develop summary presentations for key internal stakeholders.

Required Qualifications and Skills

  • A minimum of 5 to 10 years of relevant professional experience.
  • Strong stakeholder management skills.
  • A proven track record of successfully resolving delay and disruption claims on major civil projects.
  • A technical background in engineering, quantity surveying, or a related field.

This role is specifically dedicated to supporting a major rail project, requiring a deep understanding of large-scale civil construction dynamics and associated contractual claims.
