About the Role
KBR, Inc. is seeking a Senior Handover Manager Saudi National to join its Project Management Office Consultancy (PMO) team in Riyadh, Saudi Arabia. This full-time role is based within the Client’s offices and focuses on a high-profile infrastructure development.
The Senior Handover Manager is responsible for coordinating with Project Management Consultants (PMCs) and contractors to plan, lead, and progress acceptance testing and handover regimes. This role ensures the safe, efficient, and compliant transfer of completed assets to End-users, Operators, and Maintainers from construction to operations.

Key Responsibilities
- Lead coordination among Testing and Commissioning representatives from the Client, Authorities, PMCs, and contractors for systems commissioning activities, including FLS, mechanical, electrical, and plumbing, from final acceptance testing through handover.
- Develop and implement handover strategies, execution plans, procedures, and schedules, ensuring multidisciplinary commissioning activities are seamlessly coordinated and project milestones are achieved safely and efficiently.
- Coordinate handover activities with end-users and authorities, including Mechanical Completion Verification, readiness for commissioning and start-up, and effective management of punch list identification and closure processes.
- Coordinate final acceptance activities for Fire and Life Safety (FLS), Utility Piping Systems, Mechanical Packages, Firewater Systems, and HVAC Mechanical Systems.
- Coordinate system energization and start-up activities, develop commissioning sequences and start-up procedures, and conduct operational readiness reviews.
- Support performance testing and system acceptance activities, ensuring all systems meet design intent and operational requirements, and facilitate smooth transfer of facilities to Operations.
- Manage Mechanical Completion (MC) activities and certification processes, review and verify system completion dossiers, and ensure timely closure of punch items and deficiencies.
- Coordinate turnover packages and handover documentation, facilitating Final Acceptance and project close-out activities between the Client and Authorities.
Interface and Technical Leadership
- Serve as the focal point between Engineering, Construction, Commissioning, Operations, Vendors, and Client representatives throughout project execution.
- Participate in commissioning meetings, readiness reviews, and management progress sessions.
- Interface with package vendors during testing, start-up, and troubleshooting activities.
- Resolve technical issues impacting commissioning schedules, system performance, and handover to Authorities and End-users/Maintenance and Operations representatives.
HSE and Quality Assurance
- Ensure all handover activities comply with project HSE requirements and company procedures.
- Lead handover risk assessments, operations reviews, and Job Safety Analysis (JSA) activities, ensuring proper implementation of Permit-to-Work (PTW) systems.
- Promote a strong safety culture during commissioning, start-up, and handover phases, and participate in incident investigations and implementation of corrective actions.
- Verify compliance with project specifications, commissioning procedures, and industry standards.
- Review test records, commissioning reports, and completion documentation, ensuring proper documentation of commissioning results, system performance, and handover phases.
- Support quality audits and inspections by the Client and Authorities, and ensure accurate as-built and turnover records are maintained.
Qualifications and Work Environment
Candidates for this role should possess 5-10 years of relevant experience in project handover and commissioning management. The position is full-time and requires a Saudi National, based in the Client’s offices in Riyadh, Saudi Arabia.
