About the Senior HSE Coordinator Role

Parsons Corporation is seeking a Senior HSE Coordinator to join its team in Riyadh, Saudi Arabia. This full-time position is central to coordinating and monitoring daily Health, Safety, and Environmental (HSE) activities across assigned project areas. The role supports the HSE Manager in implementing the Project HSE Management System and ensuring construction activities are performed safely and in compliance with established standards.

Key Contributions and Collaboration

The Senior HSE Coordinator plays a vital role in maintaining a safe work environment by ensuring all construction activities adhere to approved procedures, risk assessments, method statements, client requirements, applicable regulations, and project standards. This position involves close collaboration with construction teams, contractors, subcontractors, Quality, Engineering, and Airport Operations to identify hazards, implement effective control measures, monitor site compliance, and promote a strong safety culture across the project.

Core Responsibilities

  • Support the HSE Manager in implementing the Project HSE Management System, HSE Plan, procedures, and requirements.
  • Coordinate daily HSE activities across assigned construction and project work areas.
  • Conduct regular site HSE inspections, safety walks, and compliance checks.
  • Identify unsafe acts, unsafe conditions, hazards, and potential risks, ensuring appropriate corrective actions are implemented.
  • Monitor contractor and subcontractor compliance with approved HSE procedures and requirements.
  • Review Risk Assessments, Job Safety Analyses (JSA/JHA), and Method Statements from an HSE perspective.
  • Ensure site activities are executed in accordance with approved risk controls and safe work procedures.
  • Monitor implementation of Permit to Work (PTW) requirements for high-risk activities, including lifting operations, work at height, excavation, confined spaces, hot work, electrical works, temporary works, and heavy equipment operations.
  • Support implementation of airport and airside safety requirements for activities conducted within operational or restricted areas.
  • Coordinate with construction teams regarding safe access, logistics, traffic management, equipment movement, and work-zone controls.
  • Ensure appropriate barricading, signage, access control, and exclusion zones are maintained.
  • Conduct daily safety inspections and provide immediate advice to site teams regarding unsafe conditions.
  • Stop or escalate unsafe work where there is an immediate risk to personnel, property, or airport operations.

Incident Management and Reporting

  • Participate in incident, accident, near-miss, and unsafe-condition investigations.
  • Assist with Root Cause Analysis (RCA) and development of corrective and preventive actions.
  • Monitor and follow up on closure of HSE observations, inspection findings, and corrective actions.
  • Maintain accurate HSE inspection, observation, incident, and corrective action records.
  • Prepare daily, weekly, and periodic HSE reports for assigned areas.
  • Monitor HSE KPIs, trends, observations, and recurring safety issues.
  • Attend daily coordination and construction meetings, providing HSE updates and recommendations.
  • Support HSE audits conducted by the project, client, consultant, or third parties.
  • Assist in maintaining HSE documentation and records required for project audits and handover.

Safety Culture and Environmental Controls

  • Support the implementation of project HSE awareness campaigns, safety initiatives, and behavioral safety programs.
  • Coordinate and participate in site induction, toolbox talks, safety briefings, and safety awareness sessions.
  • Identify HSE training needs and support the HSE Manager in coordinating required training.
  • Verify that workers and safety-critical personnel have the required training, competency, and certifications, monitoring compliance for roles such as operators, lifting personnel, scaffolders, banksmen, and signalers.
  • Conduct regular inspections of lifting equipment, scaffolding, access equipment, PPE, emergency equipment, fire extinguishers, and safety facilities.
  • Monitor site housekeeping, waste management, material storage, and access/egress arrangements.
  • Support implementation of environmental controls including dust, noise, waste, spills, and hazardous material management.
  • Monitor safe handling, storage, transportation, and use of hazardous substances and chemicals.
  • Participate in emergency preparedness activities, drills, and exercises, ensuring emergency routes, assembly points, first-aid facilities, and equipment remain accessible and clearly identified.
  • Support the implementation of heat stress, fatigue management, welfare, and occupational health requirements.
  • Promote a positive safety culture and Zero Harm approach across the project.
  • Provide practical HSE guidance to supervisors, engineers, foremen, and workforce personnel.
  • Escalate significant HSE risks, incidents, and recurring non-compliances to the HSE Manager.
  • Support continuous improvement initiatives and implementation of HSE lessons learned.

Required Qualifications

Candidates for this Senior HSE Coordinator position should possess 5-10 years of relevant experience in Health, Safety, and Environmental coordination. A strong understanding of HSE management systems, risk assessment methodologies, and regulatory compliance is essential for success in this role.
