Senior ITS Engineer

About the Role

Parsons Corporation is seeking a Senior ITS Engineer to join its PMO team in Riyadh, Saudi Arabia. This full-time position involves providing program-level technical leadership, oversight, and integration for Intelligent Transportation Systems (ITS) across a large and complex urban road network. The role requires a highly experienced ITS professional capable of reviewing designs, assessing technical proposals, ensuring system integration, and aligning ITS deployments with Traffic Control Centers (TCC) and adjacent projects.

Key Responsibilities

• Provide program-level oversight and governance for all ITS works across the program.
• Review and manage ITS scope, including signalized and unsignalized intersections, Variable Message Signs (VMS), Dynamic Message Signs (DMS), overhead gantries, cantilever structures (OVHDs), Automatic Incident Detection (AID) systems, ramp metering systems, ANPR systems, ITS field devices (CCTV, detectors, sensors, cabinets), and Local Control and Support Centers (LCSC).
• Review and provide technical recommendations on contractor and system integrator technical proposals, shop drawings, material submissions, method statements, and system architectures.
• Ensure ITS systems are fully integrated with existing and future Traffic Control Centers (TCC) and coordinated across project-to-project interfaces.
• Oversee the design and implementation of optical fiber communication networks, including backbone, distribution, access networks, redundancy, and routing strategies.
• Review Functional System Design Documents (FSDDs), integration plans, testing and commissioning strategies, and operational readiness plans.
• Ensure compliance with applicable international ITS standards, local authority requirements, and RCRC specifications.
• Support interface management between ITS, traffic engineering, electrical, communications, civil, and structural disciplines.
• Provide technical input to Bills of Quantities (BOQs), scope definitions, risk registers, and value engineering initiatives.
• Monitor and support Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), system integration testing, and final commissioning of ITS systems.
• Prepare and review technical reports, design review comments, decision papers, and executive summaries for senior management and stakeholders.
• Liaise with RCRC, traffic authorities, operators, police, and other stakeholders to resolve technical and operational issues.
• Mentor junior ITS engineers and contribute to PMO capability building and standardization.

Required Experience and Qualifications

• A minimum of 15 years of experience in Intelligent Transportation Systems (ITS) is required.
• Demonstrated experience in program-level technical leadership, oversight, and integration of ITS.
• Proficiency in reviewing designs, assessing technical proposals, and ensuring system integration.
• Familiarity with international ITS standards, local authority requirements, and relevant specifications.

Work Environment

This role is based in Riyadh, Riyadh, Saudi Arabia, and operates on a full-time basis within the PMO team. The position involves working on one of the region's largest and most complex urban road networks, requiring coordination with various stakeholders including designers, contractors, authorities, system integrators, and operators.
