Role Overview

Qiddiya is seeking a Senior Manager - Development for the Commercial Office Business Unit. This full-time role, based in Riyadh, Saudi Arabia, reports to the Development Director. The Senior Manager will be responsible for managing the project planning, design, and delivery of Corporate Office Developments across the entire development lifecycle, from early feasibility and pre-concept design through to procurement, construction delivery, and operational handover. The ideal candidate will ensure each office development aligns with the Office BU's strategic objectives, governance standards, and operational requirements, working closely with both internal and external stakeholders.

Key Responsibilities

  • Manage the end-to-end delivery of office development projects, ensuring alignment with scope, time, budget, and quality targets.
  • Oversee all project phases, including feasibility, design, approvals, procurement, construction, fit-out, commissioning, and handover.
  • Coordinate and manage the performance of external consultants, designers, project managers, quantity surveyors, and contractors.
  • Support the Development Director in monitoring project progress, reporting key milestones, and resolving delivery issues.
  • Collaborate with departmental stakeholders such as Corporate Workplace, IT, ESG, and Smart Building teams to ensure development solutions meet business needs.
  • Develop detailed Stage Gate documentation deliverables, focusing on Stage Gates 2 through 5: Development Brief, Concept Design, Schematic Design, and Detailed Design.
  • Provide detailed input across Office BU internal reporting streams, including N-1 Reporting, Stage Gates, DevCo, and PCG reporting.
  • Develop and manage project briefs, ensuring they reflect functional, design, and operational requirements.
  • Facilitate design coordination between architects, engineers, and specialist consultants to achieve design quality and compliance.
  • Review and manage design deliverables across all stages, ensuring they meet cost, time, and constructability objectives.
  • Support the procurement of contractors and consultants, ensuring compliance with corporate and governance requirements.
  • Assist in the preparation of feasibility models, project budgets, forecasts, and business cases for approval.
  • Monitor project expenditure and ensure strong cost control, transparency, and reporting.
  • Ensure all development activities comply with governance, probity, and value-for-money principles.
  • Coordinate with internal stakeholders to ensure alignment between office development projects and broader organizational objectives.
  • Maintain clear communication across departments and act as a key liaison between internal teams and external partners.
  • Build strong working relationships with consultants, contractors, and key internal stakeholders.

Qualifications and Experience

Candidates for this role should possess a combination of technical expertise and interpersonal skills:

  • 5-10 years of relevant experience in development management, particularly with corporate office developments.
  • Strong technical capability and proven development experience across the project lifecycle.
  • Excellent coordination and communication skills.
  • Demonstrated ability in stakeholder management.

Working Conditions

The role is primarily based in Riyadh / Qiddiya City, requiring regular attendance at project sites, consultant offices, and workshops. Business travel within the GCC region and other international destinations may be required, subject to project requirements. The position demands flexibility to engage with cross-functional teams across various stages of planning and implementation, as well as with consultants who may not be within the region.
