About Qiddiya

Qiddiya (القدية) is a transformative giga-project in Saudi Arabia, focused on creating a global destination for entertainment, sports, and arts. The organization is currently seeking a Senior Manager Procurement AA to join its team in Riyadh, Saudi Arabia, contributing to the development of major construction and infrastructure projects.

Role Overview

The Senior Manager Procurement AA is a full-time role responsible for supporting procurement activities for Qiddiya's major construction and infrastructure projects. This position ensures that sourcing, contract management, and supplier performance align with project objectives, timelines, and budgets. The role involves assisting the Director - Procurement in driving procurement excellence, compliance, and value creation across the portfolio, requiring 5-10 years of relevant experience.

Key Responsibilities

  • Champion Qiddiya's "Safety First" value, including enacting ‘Stop Work’ authority and engaging in relevant health, safety, and wellbeing standards and behaviors.
  • Demonstrate leadership behaviors consistent with Qiddiya Values at all times.
  • Manage team deliverables by setting individual objectives, managing performance, and developing the team to maximize performance.
  • Deliver procurement activities according to the Tender Event Schedule (TES) timescales.
  • Lead the execution and administration of complex contract agreements and communicate with vendors to ensure proper delivery of required services and meet business needs.
  • Implement the Procurement department strategy to support the achievement of Qiddiya's strategic objectives.
  • Lead the development and oversee the implementation of Procurement department policies, processes, procedures, and controls.
  • Coordinate with various departments to understand scope owner needs and interfaces, ensuring the development of a procurement plan accordingly.
  • Ensure regular updates and reviews of the procurement plan based on rising priorities and business needs of concerned function heads in coordination with concerned stakeholders.
  • Manage the implementation of approved Qiddiya procurement strategies to procure quality and cost-effective goods and services, supporting the identification of appropriate purchasing methods (*, single sourcing, competitive bidding).
  • Manage negotiations with vendors for optimization of materials/services and minimization of risks, ensuring adoption of approved contracts’ terms and conditions and recommending changes validated through Qiddiya governance procedures.
  • Manage the compilation of qualified vendor lists and ensure regular updating based on performance evaluation, coordinating with finance to validate financial status/stability.
  • Ensure consistent use of Template, Schedule, and Appendices in coordination with the Legal Department.
  • Provide support with change order requests through review and amendment of contracts as needed and in alignment with Qiddiya governance processes.
  • Participate in cross-disciplined collaboration to contribute to procurement knowledge sharing, lessons learned, driving a culture of innovation and continuous improvement.

Required Qualifications

  • Expert knowledge of procurement legislation and its practical application.
  • In-depth experience with enterprise-level management software such as Ariba, Prism, or SAP.
  • Excellent leadership skills and the ability to manage and prioritize team workloads.
  • Exceptional written and verbal English communication skills.
  • Previous experience in Saudi Arabia or the Middle East is preferred.
