Jasara Program Management Company (Jasara PMC) is a joint venture formed by the Public Investment Fund (PIF), Jacobs, and Saudi Aramco. The company provides program management services across the Kingdom of Saudi Arabia, supporting the delivery of Saudi Vision 2030, particularly through giga-projects and large-scale infrastructure developments. This full-time position for a Senior Procurement Manager (SBU) is based in Riyadh, Riyadh, Saudi Arabia.

Role Summary

The Senior Procurement Manager will lead and execute end-to-end procurement activities for a specific Business Unit (BU). This involves collaboration with asset scope owners, technical, commercial, finance, legal, and other stakeholders to develop appropriate procurement strategies. The role focuses on delivering compliant, timely, and commercially sound outcomes, managing complex tender processes, and supporting governance and approval requirements. Maintaining accurate procurement records in SAP Ariba and driving consistency, continuous improvement, and best practices across the procurement lifecycle are also key aspects of this position.

Key Responsibilities

• Lead and deliver end-to-end procurement activities for the assigned Business Unit.
• Engage with various stakeholders to develop fit-for-purpose procurement strategies.
• Manage complex tender processes and ensure commercially robust outcomes.
• Support governance and approval requirements throughout the procurement lifecycle.
• Maintain accurate procurement records using SAP Ariba or similar enterprise-level management software.
• Drive consistency, continuous improvement, and best practices in procurement.
• Manage and prioritize team workload effectively, adhering to deadlines.
• Lead team collaboration and cross-department integration.

Required Qualifications and Experience

• Bachelor's degree in Business Administration, Supply Chain, or a related field.
• Minimum of 15 years of relevant procurement management experience within mega/large-scale complex design and construction programs.
• In-depth knowledge of enterprise-level management software such as SAP Ariba, Prism, or similar systems.
• Expert knowledge of procurement legislation and its practical application.
• Previous experience in KSA/Middle East is preferred.
• Professional certifications such as Chartered Institute of Procurement and Supply Diploma (CIPS), Certified Professional in Supply Management (CPSM), or Certified Supply Chain Professional (CSCP) are an advantage.

Key Skills and Capabilities

• Extensive experience leading end-to-end procurement for large-scale sports, entertainment, infrastructure, or related development programs.
• Strong capability in category and sourcing strategy, commercial evaluation, negotiation, and contract formation.
• Proficiency in governance, stakeholder management, risk management, and value-for-money delivery.
• Exceptional written and verbal communication skills in English to articulate ideas, strategies, and project performance.
• Excellent leadership skills with the ability to guide the function's direction and endorse or oppose practices as needed.
• Ability to foster a culture of flexibility and adaptability in response to changing business requirements.
• Demonstrated ability to connect people and issues, driving quick responses.
