The Expo 2030 Riyadh Project Context

The Expo 2030 Riyadh is envisioned as a global platform for collaboration, operating under the theme "Foresight for Tomorrow" to promote sustainable development, innovation, and transformative thinking. Scheduled from October 2030 to March 2031, the event anticipates over 40 million visits across its 6 km2 Masterplan, accommodating up to 197 participating countries and 29 international organizations within 491,100 m2 GFA exhibition space. Bechtel, in collaboration with the Expo 2030 Riyadh Company (ERC), is responsible for managing the extensive infrastructure program. This includes early works, utilities, and publicly accessible spaces such as streets and parks, with a strategic transition to a mixed-use legacy development post-event, adhering to international sustainability standards for urban afforestation, treated water, and energy sources.

Role Summary and Leadership Contributions

The Senior Project Manager reports directly to the Delivery Director and plays a critical role in the overall leadership and supervision of the Construction Delivery Team across an assigned portfolio. This position ensures operational continuity by deputizing for the Delivery Director and Package Managers during absences, meetings, or periods of high workload. The Senior Project Manager also supports the Senior Leadership Team in implementing the agreed execution strategy and acts as a primary point of contact for the Client, fostering strong stakeholder engagement. The role is responsible for overseeing and supporting the comprehensive delivery of the program, from planning and directing team activities to monitoring performance against project objectives, while consistently driving Safety and Quality programs in collaboration with the ESH Director and Quality Manager.

Core Responsibilities

• Support the Delivery team in managing design, contractor procurement, construction oversight, and ensuring contractor compliance with drawings, specifications, standards, schedule, ES&H plans, quality standards, and regulatory safety codes.
• Resolve complex, non-standard issues escalated from the team, applying extensive industry experience and innovative solutions.
• Oversee the performance of general contractors, project status, schedule adherence, cost control, and change management systems.
• Ensure continuous work fronts by reviewing look-ahead schedules, commodity and resource charts, engineering deliverables, material delivery schedules, and contractor submittals.
• Collaborate with stakeholders to secure necessary permits and licenses before site work commences, and verify ongoing compliance.
• Work within a multi-functional team to manage project performance and progress effectively.
• Maintain strong relationships with the client, stakeholders, and other functional departments, coordinating all jobsite contractual activities.
• Monitor site activities to ensure strict compliance with all safety, quality, and environmental requirements.
• Manage the team and support the oversight of Contractors and third parties to ensure timely delivery of works, successful handover to successor activities, and achievement of overall program objectives.
• Ensure that comprehensive plans and procedures are established and adhered to for all engineering, procurement, and construction activities, including local and national regulatory codes, ES&H, and quality requirements.

Required Qualifications and Experience

• A recognized bachelor’s or master’s degree (or equivalent) in Civil, Mechanical, or Electrical Engineering.
• Minimum of 25 years of experience on large infrastructure projects, with hands-on construction activity experience.
• At least 10 years of experience in a Project Manager role.
• A minimum of 5 years of experience in a Senior Leadership position.
• Proven experience leading large infrastructure projects from either a Contractor or Project Management consultant perspective.
• Thorough knowledge of all project phases, including contracting strategy, budget approvals, procurement execution planning, contractor mobilization, jobsite setup, contractor performance management, testing, commissioning, and public realm works from inception to handover.
• Comprehensive knowledge of industry and regulatory codes, standards, and practices governing projects.
• Strong understanding of ES&H requirements, particularly those associated with large infrastructure construction, building works, public realm works, testing, commissioning, and handover.

Essential Skills and Attributes

• Good oral and written communication skills in English are required.
• Arabic speaking ability is considered advantageous.
• Experience working in Saudi Arabia (KSA), the Middle East, or the GCC region is preferred.
