About the Role
Parsons Corporation is seeking a Senior QA/QC Engineer MEP for a full-time position in Riyadh, Saudi Arabia. This role involves providing senior-level, site-based Mechanical, Electrical, and Plumbing (MEP) quality control oversight across assigned construction zones or packages for a PIF-backed national master developer. The position requires 5-10 years of experience in a relevant field.
Role Purpose and Scope
The Senior QA/QC Engineer MEP is responsible for verifying that all MEP installations comply with IFC drawings, approved shop drawings, project technical specifications, contractual requirements, and Saudi Building Code and authority standards. This execution-focused and site-intensive role provides hands-on MEP inspection leadership, supports package-level QA/QC governance, and ensures contractor compliance through structured site surveillance, system verification, defect prevention, and documented inspection control. A strong emphasis is placed on the quality of mechanical, electrical, plumbing, and life safety systems.
Core Inspection Responsibilities
The role involves leading and conducting detailed site inspections across various MEP systems, ensuring adherence to project standards and codes:
- Conduct and lead inspections of Mechanical Systems, including HVAC ductwork installation, chilled water piping systems, VRF/DX systems, pump rooms, plant installations, insulation, and cladding works.
- Oversee inspections of Electrical Systems, covering cable tray and containment installation, cable pulling and termination, panel board installations and earthing and bonding systems, lighting, and small power installations.
- Inspect Plumbing & Firefighting Systems, such as water supply and drainage systems, pressure testing of piping, firefighting piping and sprinklers, pump sets, and valve installations.
- Verify Life Safety & ELV Systems, including fire alarm installations, low current systems, and BMS interfaces.
- Ensure compliance with approved MEP shop drawings, proper inspection sequencing, material approval validation, and closure of hold and witness points.
Quality Assurance and Compliance Management
This position plays a critical role in maintaining quality standards and ensuring contractor adherence throughout the project lifecycle:
- Support the implementation of approved Inspection and Test Plans (ITPs) for MEP works and review MEP method statements prior to execution.
- Verify contractor MEP inspection records and witness various system tests, including pressure tests, flushing, megger testing, and continuity testing.
- Validate third-party testing and certification compliance, and ensure the calibration validity of MEP testing instruments.
- Conduct routine surveillance inspections across MEP works, identify installation deficiencies, and assess the adequacy of contractor MEP QC personnel.
- Enforce compliance with approved inspection sequences and escalate repeated non-compliance or testing failures to the Project Quality Manager.
- Raise Non-Conformance Reports (NCRs) for MEP non-conformances, review contractor root cause analyses and corrective action plans, and conduct re-inspections prior to NCR closure.
- Monitor recurring MEP defect trends (*, leakage, improper termination, insulation gaps, system imbalance) and support technical clarification of specification requirements.
Project Lifecycle Support and Risk Prevention
The role extends to supporting critical project phases and fostering a proactive quality mindset:
- Support MEP snagging and defect clearance prior to handover.
- Witness pre-commissioning activities, verify system readiness prior to energization, and review testing & commissioning documentation.
- Participate in authority inspection preparation and validate MEP as-built documentation completeness, ensuring proper EDMS uploading (*, Aconex) for traceability.
- Identify high-risk MEP installation activities prior to execution, flag coordination issues between civil, architectural, and MEP trades, and recommend preventive inspection strategies.
- Conduct toolbox talks on common MEP installation failures, share lessons learned related to testing and commissioning issues, mentor junior MEP inspectors, and provide feedback to contractor MEP teams on recurring non-conformances.
Qualifications and Experience
Candidates for this role should possess the following:
- A minimum of 5 to 10 years of experience in QA/QC engineering, specifically within MEP construction.
- Demonstrated expertise in MEP systems, including HVAC, electrical, plumbing, firefighting, and life safety systems.
- Strong understanding of quality control principles, inspection methodologies, and relevant building codes and standards, particularly the Saudi Building Code.
- Ability to interpret IFC drawings, shop drawings, and technical specifications.
- Experience with NCR and defect management processes.
- Proficiency in monitoring contractor compliance and supporting pre-commissioning and handover activities.
