About the Role

HanmiGlobal MENA is seeking a Senior Road Engineer for its program management and PMCM team in Riyadh, Saudi Arabia. This full-time position involves providing program-level road engineering expertise and technical governance for a large-scale, multi-work package land and infrastructure development program. The role operates under the direction of the Technical Manager.

Role Context and Responsibilities

The Senior Road Engineer will deliver technical expertise, engineering assurance, and oversight for the review and monitoring of all road and highway designs within the program. This includes ensuring road networks, street systems, junctions, and pavement designs are integrated and compliant with approved standards, regulations, safety requirements, and operational needs, contributing to the successful delivery of the overall development program.

Key responsibilities include:

• Reviewing and assessing road engineering reports, design calculations, drawings, specifications, traffic studies, and technical submissions for compliance with standards and project objectives.
• Evaluating road engineering solutions for safety, functionality, constructability, maintainability, operational efficiency, resilience, and lifecycle performance.
• Reviewing road hierarchy, highway alignments, urban street networks, junctions, interchanges, pavement systems, access arrangements, and geometric design.
• Assessing the integration of road infrastructure with transportation systems, drainage networks, utilities, public realm, urban developments, and supporting infrastructure.
• Evaluating traffic circulation, accessibility, connectivity, mobility requirements, and overall network performance.
• Supporting engineering governance through reviews of technical compliance, deviations, design modifications, and Value Engineering proposals.
• Assessing the impact of design changes on road safety, network capacity, constructability, quality, cost, schedule, maintainability, and lifecycle performance.
• Providing technical recommendations to support engineering decisions and risk mitigation.
• Coordinating with stakeholders including Lead Developers, consultants, contractors, traffic authorities, utility providers, government agencies, and regulatory authorities on road engineering matters.
• Preparing technical assessments, review comments, executive summaries, and recommendations for management and the Client.
• Participating in multidisciplinary design reviews, technical workshops, and coordination meetings.

Qualifications and Experience

Candidates should possess the following qualifications:

• A Bachelor's Degree in Civil Engineering, Highway Engineering, Transportation Engineering, or a related discipline.
• Chartered Professional membership or equivalent professional accreditation.
• A minimum of fifteen (15) years of professional experience in road engineering, highway design, transportation infrastructure, land development, urban development, or major capital projects.
• Experience within PMCM, PMC, consultancy, developer, contractor, or client-side organizations, with a preference for experience on major infrastructure and land development programs in Saudi Arabia or the GCC.
