About Parsons and the Role

Parsons Corporation is seeking a Senior Specialist: Digital Infrastructure to join its team in Riyadh, Saudi Arabia. This full-time position supports the planning, design, and delivery of critical digital infrastructure projects within the city.

Role Purpose

The Senior Specialist will contribute to the development and implementation of city-wide fixed fiber, mobile, data center, MMR/POP, telecom room, smart city, ICT/ELV, and network infrastructure. This role involves providing technical support, reviewing designs, and coordinating with various stakeholders across project phases.

Key Responsibilities

  • Review fiber backbone, distribution, and access designs, including routes, ducts, sub-ducts, splicing, ODFs, fiber counts, diversity, and spare capacity.
  • Provide network architecture inputs covering IP/MPLS, DWDM/ROADM, GPON/XGS-PON, Ethernet, LAN/WAN, wireless, edge, cloud, and operator interconnectivity.
  • Examine OSP/ISP designs, including duct banks, manholes, cable routes, containment, risers, telecom rooms, structured cabling, and building entry points.
  • Support MMR, POP, MDC, and data center connectivity planning, including racks, cross-connects, demarcation, resilience, and operator access.
  • Coordinate with MNOs, TowerCo, FiberCo, DC operators, consultants, EPC contractors, and utilities regarding network rollout, access, and operational interfaces.
  • Review drawings, reports, shop drawings, RFIs, submittals, method statements, specifications, and vendor proposals for digital infrastructure and networks.
  • Support mobile network planning, including tower siting, small cells, DAS, RF coverage, backhaul, EMF compliance, and fixed-network integration.
  • Support capacity planning and demand modeling for bandwidth, user growth, smart city use cases, DC demand, redundancy, and future expansion.
  • Maintain interface registers, issue logs, risk trackers, compliance matrices, design comment trackers, and action logs.
  • Coordinate interfaces between ICT, civil, roads, power, utilities, security, smart systems, MEP, architecture, and construction teams.
  • Review compliance with CST, SBC, MOMRAH, TIA, BICSI, ISO 27001, Uptime, LEED, cybersecurity, resilience, and O&M requirements.
  • Provide operational readiness inputs covering O&M access, maintainability, spares, monitoring, NOC/SOC interfaces, asset data, as-builts, and digital twin readiness.
  • Prepare technical inputs for reports, dashboards, presentations, governance forums, workshops, and stakeholder meetings.
  • Identify design gaps, risks, clashes, capacity shortfalls, and operational constraints, and propose mitigation actions for escalation.
  • Support knowledge transfer between planning, design, engineering, construction, and operations teams, ensuring decisions are documented and traceable.

Required Experience

Candidates for this role should possess 5 to 10 years of relevant professional experience in digital infrastructure planning, design, and delivery.
