Senior Telecom Engineer

About the Role

Bechtel Corporation is seeking a Senior Telecom Engineer to join their team in Riyadh, Saudi Arabia. This full-time role involves supervising and managing the design and delivery of telecom systems for the Expo 2030 Riyadh project. The successful candidate will report to the Electrical Design Manager and will be accountable for ensuring designs meet customer and project requirements.

Project Overview: Expo 2030 Riyadh

Expo 2030 Riyadh is a global platform focused on sustainable development, innovation, and transformative thinking, under the theme “Foresight for Tomorrow.” Scheduled from October 2030 to March 2031, the event anticipates over 40 million visits. Bechtel, in collaboration with Expo 2030 Riyadh Company (ERC), will manage the infrastructure program, including early works, utilities, and public spaces across the 6 km2 site. The project’s master plan incorporates international sustainability standards for urban afforestation, treated water, and energy sources, with the site transitioning into a mixed-use legacy development post-event.

Key Responsibilities

• Supervise and manage customer designers and contractors for infrastructure electrical systems design, including telecom, security, and safety designs (wireless and access networks, data centers, backbone cabling, data networks, CCTV, access control, public address, fire alarm, BMS).
• Review technical submissions from designers and contractors related to telecom systems.
• Support Contracts & Procurement in design delivery for procurement, post-tender technical evaluation, and award recommendations for MEP contractors.
• Monitor and report on the progress and performance of customer designers and contractors.
• Coordinate with the Stakeholder Management team to ensure timely acquisition of permits and approvals throughout the project lifecycle.
• Support Construction & Quality delivery teams during execution of infrastructure electrical works, including resolving RFIs, field change requests, non-conformance reports, and work inspection requests.
• Support the Start-Up/Commissioning team from the outset to address commissioning and handover requirements early in the design process, and assist with testing and commissioning during execution.
• Coordinate telecom systems design with other project disciplines, reviewing project design criteria, vendor submissions, construction inspection records, and startup test reports.
• Coordinate telecom systems design integration across multiple contracts, work packages, and stakeholders.
• Liaise with customer representatives as a subject matter expert, accountable for delivering systems engineering documentation, presentations, and reports.
• Conduct audits, prepare reports, and present findings on designer, contractor, stakeholder, and project team adherence to engineering processes and policies.
• Support the production of verification packages for the turnover of completed telecom systems and facilities.

Qualifications and Experience

• A minimum of 10 years of experience in a relevant field.
• Demonstrated technical expertise in telecom design, including wireless and access networks, data centers, backbone cabling, and data networks.
• Experience with security and safety designs such as CCTV, access control, public address, fire alarm, and BMS.
• Proven ability to prepare estimates, work plans, and progress reports.
• Experience assisting with tender processes, evaluations, and award recommendations for contractors.

Coordination and Collaboration

The role requires extensive coordination and collaboration with various teams, including Vertical Assets Delivery, Stakeholder Management, Contracts & Procurement, and Start-up/Commissioning, across all stages of the project lifecycle. The Senior Telecom Engineer's technical expertise and coordination skills are essential to meet both customer and project needs effectively.
