Senior Testing Commissioning & Completion Manager

About the Role

WSP is seeking a Senior Testing, Commissioning & Completion Manager to lead and manage all testing, commissioning, system completion, integration, operational readiness, and handover activities for a major infrastructure project in Riyadh. This full-time role requires over 10 years of experience and is based in Riyadh. The successful candidate will work within WSP's PMCM team, ensuring that all infrastructure systems and assets are completed, tested, commissioned, and handed over safely, efficiently, and in compliance with project specifications, regulatory requirements, and client expectations.

Key Responsibilities

• Develop and implement project-wide Testing, Commissioning & Completion strategies, plans, procedures, and schedules.
• Lead and oversee testing, commissioning, system completion, and handover activities for civil, mechanical, electrical, instrumentation, SCADA, and utility systems.
• Establish and manage systemization, completion tracking, punch-list closeout, and turnover processes.
• Coordinate with contractors, stakeholders, utility authorities, and client representatives to ensure successful project delivery and asset acceptance.
• Review and approve commissioning documentation, completion dossiers, method statements, testing procedures, and handover packages.
• Monitor progress of testing, commissioning, and completion activities, identifying risks, interface issues, and implementing corrective actions.
• Witness and approve FAT, SAT, integrated systems testing, performance testing, reliability testing, and operational readiness activities.
• Ensure compliance with project specifications, quality standards, health and safety requirements, and applicable regulations.
• Lead defect management, punch-list resolution, system turnover, training, and final asset handover to operations and maintenance teams.
• Provide technical leadership and guidance to multidisciplinary commissioning and completion teams.

Required Experience and Qualifications

Candidates for this role should possess the following:

• A minimum of 15 years of experience in testing, commissioning, and completion management, preferably on major infrastructure projects.
• Demonstrated ability to lead and manage complex project activities from planning through to handover.
• Strong understanding of civil, mechanical, electrical, instrumentation, SCADA, and utility systems.

Work Environment

This is a full-time position based in Riyadh, focusing on a significant infrastructure project. The role involves working within a multidisciplinary team and coordinating with various stakeholders.
