Tendering Manager OHTL & Underground Cable (UGC) Projects

About the Role

Nesma Al Riyadh Contracting Company is seeking an experienced Tendering Manager – OHTL & Underground Cable (UGC) Projects to join their team in Riyadh, Saudi Arabia. This full-time role involves leading the preparation, coordination, and submission of competitive and technically compliant tenders for Overhead Transmission Lines (OHTL) and Underground Cable (UGC) projects within Saudi Arabia. The successful candidate will have over 10 years of experience in EPC power transmission projects and a strong understanding of the Saudi power transmission market.

Key Responsibilities

• Lead the complete tendering process from receipt of ITT/RFP documents through final bid submission and clarification stages.
• Develop and manage the overall tender strategy, bid plan, schedule, and submission requirements.
• Coordinate with engineering teams to develop technically compliant proposals for OHTL, UGC, substations, and associated transmission works.
• Coordinate with procurement, suppliers, and subcontractors to obtain competitive quotations.
• Lead the preparation of detailed EPC cost estimates and tender pricing, analyzing project quantities, construction methodology, and resource requirements.
• Review contractual terms and conditions, identifying commercial and contractual risks, qualifications, and deviations.
• Coordinate with clients, consultants, utilities, and EPC partners during the tender stage, managing clarifications and participating in pre-bid meetings.
• Maintain strong knowledge of the Saudi power transmission and EPC market, including SEC requirements and local content expectations.
• Lead and coordinate multidisciplinary tender teams, assigning responsibilities and ensuring timely completion of deliverables.

Estimation and Pricing Focus

This role requires expertise in developing pricing for major OHTL and UGC components. This includes conductors, OPGW, towers, steel structures, foundations, insulators, fittings, earthing systems, cable systems and accessories, cable installation and jointing, cable trenching/duct banks, civil works, testing and commissioning, and transportation and logistics. The Tendering Manager will also prepare cost comparisons, price benchmarking, and commercial analyses, identifying opportunities for cost optimization.

Contractual and Commercial Review

The Tendering Manager will be responsible for reviewing contractual terms and conditions such as scope of work, payment terms, liquidated damages, performance guarantees, retention, advance payment, bonds, warranty requirements, delay provisions, variation/change mechanisms, insurance requirements, taxes, and duties. This includes identifying commercial and contractual risks, preparing tender risk registers, and recommending mitigation measures in coordination with legal and commercial teams.

Qualifications and Experience

• Minimum of 10 years of experience in power transmission EPC, specifically in tendering/proposals.
• Strong technical understanding of OHTL and UGC systems.
• Demonstrated experience in tender strategy, techno-commercial estimation, bid management, and contract requirements.
• Proven experience in the Saudi power transmission market, including projects involving Saudi Electricity Company (SEC) and other major utilities, developers, and EPC stakeholders.
• Ability to independently lead complex, high-value tenders.
• Strong coordination skills with engineering, procurement, construction, finance, commercial, supplier, subcontractor, and senior management teams.

Work Environment

This role is based in Riyadh, Saudi Arabia, and operates on a full-time basis. The Tendering Manager will work within a multidisciplinary team, collaborating with various departments including Estimation, Engineering, Procurement, Construction, Planning, QA/QC, HSE, Finance, and Commercial/Contracts.
