About the Role

The Zakat, Tax and Customs Authority in Riyadh is seeking a Vendors Management & LC Specialist for a full-time position. This role is designed for individuals with 0-1 years of experience, focusing on specific tasks under close supervision. The specialist will contribute to research, information gathering, analysis, and report drafting, while also developing professional expertise within the organization.

Key Responsibilities

  • Understand and apply local content regulations from the Local Content and Government Procurement Authority.
  • Assess local markets in targeted areas to identify purchasing opportunities for materials, equipment, spare parts, and innovation.
  • Consolidate assessment results, including market overviews, challenges, analysis, and supplier lists, to classify materials for internal or external procurement.
  • Evaluate suppliers post-pre-qualification according to established guidelines and present findings to stakeholders.
  • Coordinate with the Procurement Planning and Supplier Qualification Department for qualification assessments and to update the qualified supplier database.
  • Classify qualified suppliers based on procurement needs and prepare categorized lists for reference during the terms of reference/request for quotation process.
  • Continuously review supplier evaluation reports, update the supplier blacklist, and maintain the supplier qualification database.
  • Receive purchase requests, verify budget validity, and identify sourcing categories.
  • Direct approved purchase requests to the appropriate purchasing approach.
  • Prepare terms of reference/requests for quotations, detailing timelines, templates, guiding principles, and expected price ranges.
  • Gather information on the technical scope for terms of reference or requests for quotation, drafting proposals with all required technical and administrative details.
  • Develop technical and financial evaluation dimensions and frameworks in coordination with relevant parties.
  • Verify the qualification database, evaluate potential suppliers, and shortlist them for competition packages.
  • Send requests for information and respond to questions promptly.
  • Verify technical and commercial offers for local content requirements.
  • Receive, evaluate, and verify delivered goods against terms and conditions, addressing any deficiencies or non-compliance.
  • Monitor transactions between suppliers and requesting departments to ensure goods receipt and verify documents/invoices for payment processing.
  • Adhere to all relevant policies, processes, and standard operating procedures.
  • Assist in resolving escalated issues and provide support to less experienced team members.
  • Escalate complex issues to ensure appropriate resolution.
  • Perform other business-related tasks as required.

Professional Development and Support

  • Train less experienced employees on functional activities to facilitate knowledge transfer.
  • Provide clear directions, prioritize tasks, assign responsibilities, and monitor the workflow of subordinates or less experienced employees.
  • Support less experienced employees or direct subordinates in task execution according to specified policies and processes.

Qualifications and Experience

  • 0-1 years of relevant experience.
  • Ability to perform specific tasks individually under close supervision.
  • Proficiency in research, information gathering, and analysis.
  • Experience in drafting reports and documents.
