About NEOM Green Hydrogen Company and the Role

NEOM Green Hydrogen Company (NGHC) is a joint venture formed by Air Products, ACWA Power, and NEOM. This partnership is developing an $ billion green hydrogen-based ammonia production facility in NEOM, Saudi Arabia. The project integrates renewable solar, wind, and storage power to produce green ammonia for global export, with operations scheduled to commence in 2026. NGHC is seeking a Compliance Specialist to join its Operations team in Oxagon, Tabuk, Saudi Arabia, on a full-time basis.

Role Overview

The Compliance Specialist will ensure that NGHC facilities, projects, engineering designs, technical safety systems, and operational activities comply with applicable regulatory requirements, approved technical standards, company procedures, and international good practices. This position provides technical compliance assurance throughout all project and operational phases, including design review, construction, commissioning, handover, and ongoing operations.

Key Responsibilities

• Conduct technical compliance reviews and track regulatory compliance.
• Review engineering designs, technical documents, specifications, procedures, and reports to verify compliance with company standards and regulatory requirements.
• Support project approvals and regulatory stage requirements.
• Verify technical safety requirements during design, construction, commissioning, handover, and operational phases, covering systems such as Fire & Gas Detection, Fire Protection, Emergency Shutdown, Safety Instrumented Systems, and Hazardous Area Classification.
• Participate in technical safety and process safety studies, including HAZOP, HAZID, FERA, QRA, SIL Assessment, Bow-Tie Analysis, Fire Risk Assessment, and Emergency Response & Evacuation Studies.
• Verify the implementation and closure of study recommendations and validate risk reduction measures.
• Review Management of Change (MOC) documentation.
• Plan and conduct internal technical compliance audits and site inspections to identify non-compliances, unsafe conditions, and technical deficiencies.
• Prepare audit reports detailing findings, risk rankings, and corrective actions, and monitor the effectiveness of these actions.
• Prepare compliance documentation for project approvals, commissioning readiness, handover, and operational acceptance.
• Maintain compliance registers, audit records, inspection reports, and regulatory submission records.
• Track compliance Key Performance Indicators (KPIs) and prepare periodic reports, including dashboards and trend analyses.

Stakeholder Collaboration

The Compliance Specialist will coordinate with internal stakeholders, contractors, consultants, and regulatory authorities. This includes providing technical compliance advice to site teams, supporting contractors and consultants in understanding NGHC compliance requirements, and escalating critical compliance risks to management. Participation in technical reviews, audit meetings, commissioning readiness meetings, and regulatory discussions is also a key aspect of this role.

Required Experience

• A minimum of 2 to 5 years of experience in a compliance, technical safety, or related role within an industrial or project environment.
• Demonstrated ability to conduct technical compliance reviews, audits, and inspections.
• Experience with technical safety systems and participation in process safety studies (*, HAZOP, HAZID, QRA, SIL Assessment).
• Proficiency in preparing detailed compliance documentation and reports.

This full-time position is based in Oxagon, Tabuk, Saudi Arabia, within the NEOM Green Hydrogen Company's operational framework.
