About Parsons and the Role

Parsons Corporation is seeking a Head of Welfare & Wellbeing to lead, design, and oversee the execution of world-class worker welfare and community wellbeing strategies. This full-time, executive-level position is for a landmark giga-project located in Tabūk, Tabuk, Saudi Arabia.

Strategic Purpose of the Position

The Head of Welfare & Wellbeing will be responsible for safeguarding the physical, mental, and social health of a massive, diverse multinational workforce. This role bridges corporate strategy, regulatory compliance, and on-the-ground human advocacy, with the objective of setting a new global benchmark for human dignity, safety, and quality of life within mega-construction environments.

Key Responsibilities

  • Define, implement, and continuously elevate the overarching Welfare and Wellbeing framework for the entire project life cycle, aligning with international standards (*, ILO, IFC) and Vision 2030 objectives.
  • Oversee the master planning and daily operations of worker accommodations, medical clinics, catering/nutrition, recreational facilities, and mental health support systems.
  • Establish rigorous audit mechanisms to monitor contractors and subcontractors, ensuring compliance with welfare KPIs, labor laws, and human rights standards.
  • Serve as the principal advisor on all workforce crises, grievances, and community health risks, leading swift mitigation and resolution strategies.
  • Collaborate directly with client executives, government entities, PMC leads, and third-party auditors to report on welfare metrics and champion a culture of care.
  • Introduce data-driven wellness initiatives, technology-enabled healthcare solutions, and cultural integration programs to boost morale and retention across all tiers of the workforce.

Required Qualifications and Experience

  • Education: Bachelor’s degree in Human Resources, Sociology, Public Health, Psychology, Construction Management, or a related field. A Master’s degree or relevant professional certifications (*, NEBOSH, IOSH, CIPD) is highly preferred.
  • Experience: 20+ years of progressive experience in workforce welfare, industrial relations, human rights compliance, or HSE management.
  • Mega-Project Track Record: Proven experience directing welfare operations for massive, high-value infrastructure projects, heavy civil engineering works, or remote giga-projects ($10B+ value).
  • Geographic Expertise: Prior experience in the Middle East (GCC region) is essential; a deep understanding of Saudi Arabian labor laws and the social dynamics of multinational labor forces is a distinct advantage.
