Health Safety Environment Supervisor

About the Role

Sabil | سابل is seeking an HSE Cluster Supervisor to lead and oversee Health, Safety, and Environment (HSE) performance across multiple branches within the assigned cluster. This full-time role is based in Yanbu and covers branches in Yanbu, Jouf, Tabuk, Qassim, and Hail. The supervisor will ensure consistent implementation of corporate HSSE policies, standards, and requirements, providing leadership and technical support to Senior Safety Specialists.

Key Responsibilities

• Oversee the implementation of corporate HSSE policies, standards, procedures, and programs across assigned branches.
• Provide direction and technical support to Senior Safety Specialists, ensuring consistent HSSE practices and compliance.
• Promote HSSE leadership and foster a positive safety culture within the cluster.
• Oversee risk assessments, hazard controls, inspections, and safe systems of work, reviewing significant findings and ensuring corrective actions are implemented.
• Monitor incident, near-miss, and significant event reporting and investigations, reviewing root-cause analyses and corrective actions.
• Oversee the implementation of environmental and occupational health requirements, monitoring key risks and compliance obligations.
• Monitor HSSE KPIs, trends, incidents, and action-plan performance, consolidating branch performance reports for the Corporate HSSE Manager.
• Act as the primary HSSE link between Branch Management, Senior Safety Specialists, and Corporate HSSE.
• Supervise, coach, and support Senior Safety Specialists, identifying competency development needs.
• Monitor compliance with applicable Saudi regulations, Civil Defense requirements, and corporate HSSE standards.
• Support audits, assessments, and regulatory inspections, following up on findings and driving continuous improvement of HSSE practices.

Qualifications and Experience

• A minimum of 5 to 10 years of experience in Health, Safety, and Environment roles.
• Demonstrated ability to lead and oversee HSE performance across multiple locations.
• Strong understanding of corporate HSSE policies, standards, and regulatory requirements.
• Experience in risk management, incident investigation, and emergency preparedness.
• Proficiency in monitoring HSSE KPIs and preparing performance reports.

Work Environment

This role operates within a cluster structure, requiring oversight of multiple branches. The primary base is in Yanbu, with responsibilities extending to branches in Jouf, Tabuk, Qassim, and Hail. The position involves coordinating with various internal and external stakeholders to ensure comprehensive HSE coverage.
