About the Role

HILL INTERNATIONAL is seeking a Contracts Management Department Manager to oversee the development and functional compliance of awarded contracts. This full-time role involves managing contract administrators and providing essential contract formation and management services to other departments. The position requires extensive experience in contracts management, particularly on large-scale projects.

Key Responsibilities

  • Develop and ensure ratification of department operating structures, processes, and procedures based on PMM guidelines.
  • Ensure functional compliance for awarded contracts across areas including performance, guarantees, invoicing, payment, change management, claims, preliminary and final handover, defects and warranty, and close-out.
  • Maintain functional responsibility for contract administrators assigned to various Clusters and Business Units.
  • Assess the capabilities of the client's existing contracts staff and recommend appropriate roles and responsibilities.
  • Prepare and implement the Contracts Management Section knowledge transfer program, including comprehensive on-the-job learning.
  • Review change requests and claims, providing recommendations for approval.
  • Support other departments with contract formation and management services, including templates for consultant service contracts and General Engineering Services contracts.
  • Support NWC in reviewing the commercial aspects of bid packages and monitoring adherence to government and client contractual and procurement regulations.
  • Ensure proper implementation of project close-out processes and procedures according to PMM.
  • Review project suspension and withdrawal requests, providing recommendations for approval.
  • Adhere to Hill International's Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures.
  • Perform other duties as assigned by the line manager/supervisor.

Qualifications and Experience

  • Bachelor's degree in Engineering from an accredited university.
  • Minimum of 20 years of experience in contracts management, with overall responsibility for contract management on large-scale projects.
  • Experience with the Kingdom of Saudi Arabia procurement law is required, with previous work experience in KSA being preferred.
  • Direct experience managing workload distribution, execution of work, and personnel.
  • Demonstrated experience in the formation and administration of (sub)contracts, including pre-qualification, bid request compilation, bid receipt, bid evaluation, award, contractor performance monitoring, back charges, and resolution of claims and disputes.
  • Technical and administrative knowledge of engineering/construction industry contracting practices, government and commercial procurement regulations, policies, procedures, and work practices.
  • Proven experience in pricing, contract law, contract drafting, administration, negotiation of change orders, effective correspondence, planning, and scheduling.
  • Thorough knowledge of prime contracts management administration, as well as (sub)contract formation and administration, execution office and field procedures, and documents related to multi-discipline construction projects.
