Contracts Management Department Manager

Hill International, Inc. is seeking a Contracts Management Department Manager to join their team in Riyadh, Saudi Arabia. This is a full-time position for an experienced professional ready to lead and manage contract-related operations within a dynamic environment.

Role Overview

The Contracts Management Department Manager will be responsible for overseeing all aspects of contract management, ensuring compliance, and supporting various departments with contract formation and management services. This role involves developing departmental structures and procedures, maintaining functional oversight of contract administrators, and contributing to the review and approval processes for changes and claims.

Key Responsibilities

• Develop and ratify the department's operating structure, processes, and procedures based on PMM guidelines.
• Ensure functional compliance for awarded contracts across areas including performance, guarantees, invoicing and payment, change management, claims, preliminary and final handover, defects and warranty, and close-out.
• Maintain functional responsibility for contract administrators assigned to Clusters and Business Units.
• Assess the capability of the client's existing contracts staff and recommend appropriate roles and responsibilities.
• Prepare the Contracts Management Section knowledge transfer program, including comprehensive on-the-job learning.
• Review change requests and claims, providing recommendations for approval.
• Support other departments with contracts formation and management services, such as templates for consultant service contracts and General Engineering Services contracts.
• Support NWC in reviewing the commercial part of bid packages and monitoring adherence to government and client contractual and procurement regulations.
• Ensure proper implementation of project close-out processes and procedures according to PMM.
• Review project suspension and withdrawal requests and recommend for approval.
• Ensure continuous compliance with relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures within Hill International.
• Perform other duties as assigned by the line manager/supervisor.

Qualifications and Experience

• A minimum of 10 years of experience in contracts management or a related field is required.
• Demonstrated experience in developing and implementing departmental operating structures and procedures.
• Strong understanding of contract compliance, change management, and claims processes.
• Ability to assess staff capabilities and provide recommendations for roles and responsibilities.
