About the Role

Yanbu Aramco Sinopec Refining Company (YASREF) Ltd. is seeking a Lead IT System Analyst to provide professional support for various IT programming, application, and operation tasks. This full-time position is based in Al Madinah, specifically in Yanbu or Medina, and requires a minimum of 10 years of experience.

Job Scope and Responsibilities

The Lead IT System Analyst will be responsible for designing, documenting, and coding program logic, as well as providing technical training, guidance, and resource support to end-users and departmental staff. This role involves supporting and enhancing existing applications, and contributing to the planning, execution, and implementation of IT programs in alignment with strategic and operational priorities. The analyst will engage with stakeholders to ensure optimal technical solutions for YASREF and provide guidance on project implementation challenges.

• Develop and enhance existing applications, identifying areas for modification and improvement, and creating new routine applications to meet customer requirements.
• Research, design, develop, and test operating systems-level software, compilers, network distribution software, and computing applications.
• Document current state architecture, design ideal state architecture, and develop plans for deploying new solutions that address emerging business needs.
• Create, update, and maintain an application software development roadmap, ensuring prioritization aligns with business requirements.
• Perform complex programming tasks, including designing, documenting, and coding program logic, and provide application support and enhancements.
• Define system requirements, priorities, and viable alternatives, and coordinate staff efforts for software system installation, testing, and maintenance.
• Lead projects and direct IT systems analysts, providing technical training, guidance, and resource support to end-users and departmental staff.
• Develop user documentation and departmental policies and procedures related to application systems, and monitor system releases for organizational applicability.
• Maintain Standard Operating Procedures for technology systems, provide logs and reports for internal investigations, and manage escalations.
• Design and perform application software tests, diagnose and correct performance issues, and monitor systems for suspicious activity.
• Conduct horizon scanning to understand external developments and evaluate their potential impact or usefulness to the organization.
• Ensure operational compliance with organizational policies, procedures, and regulatory codes, reporting and correcting instances of non-compliance.
• Manage workstreams or small projects within transformational change programs, ensuring integration and using structured change management methodologies.
• Ensure compliance with cybersecurity guidelines and procedures for change control, security, auditing, release, configuration, problem, and incident management.
• Monitor daily operational activities, evaluate overall performance, and provide regular updates to Senior Management.
• Provide end-user training as needed and establish plans to ensure successful project delivery within agreed timelines.

Qualifications and Experience

• A minimum of 10 years of experience in IT system analysis or a related field.
• Demonstrated ability to perform analysis and make recommendations in areas requiring high technical competency.
• Experience in designing databases and data dictionary criteria.
• Proficiency in applying principles and techniques of computer science, engineering, and mathematical analysis.

Communication and Collaboration

The role requires regular reporting and communication with hierarchy, implementing pertinent policies, and exchanging information regarding KPIs and performance parameters. The Lead IT System Analyst will provide services to other organizations internally and engage in technical discussions with both internal and external stakeholders to ensure optimal technical solutions.

Work Environment

This is a full-time position based in Al Madinah, with work locations in Yanbu or Medina. The role involves leading and coordinating IT systems analysts and collaborating with various departments and end-users within YASREF.
