About the Chief Technology Officer Role

Hays is seeking a highly experienced Chief Technology Officer (CTO) to lead the technology and digital transformation agenda for an organization in Riyadh. This role is crucial for aligning the company's technological direction with Saudi Vision 2030 and national digitalization initiatives, operating within a highly regulated government environment.

Role and Responsibilities

The CTO will be responsible for shaping and executing the organization’s technology strategy. Key duties include leading large-scale digital transformation and e-government initiatives, ensuring the delivery of secure, scalable, and citizen-centric digital services. The role requires oversight of enterprise-wide IT architecture, infrastructure, and application development, alongside driving the adoption of cloud technologies, AI, data analytics, and smart solutions.

• Develop and execute a comprehensive technology strategy aligned with organizational objectives and Vision 2030.
• Ensure compliance with KSA regulatory frameworks, including National Cybersecurity Authority (NCA) guidelines, SDAIA regulations, and CITC / CST regulations.
• Maintain a robust cybersecurity posture and data governance frameworks.
• Partner with senior government stakeholders, ministries, and regulators.
• Lead vendor management, RFP processes, and system integrators across major programs.
• Build and lead high-performing technology and digital teams.
• Manage multi-million SAR budgets, ensuring efficiency, governance, and transparency.
• Establish best practices in IT governance, risk management, and service delivery.

Required Qualifications and Experience

Candidates must possess a Bachelor’s or Master’s degree in Computer Science, Information Technology, Engineering, or a related field. A minimum of 15 years of progressive technology leadership experience is required, including senior roles such as CTO, CIO, or Director of Technology. A proven track record in delivering large-scale government or public sector transformation programs within KSA or the GCC is essential. Strong knowledge of Saudi regulatory and compliance frameworks is mandatory.

• Deep expertise in enterprise architecture and system integration.
• Experience with cloud platforms including Azure, AWS, G-Cloud, and STC Cloud.
• Proficiency in cybersecurity and information assurance.
• Strong capabilities in data management and analytics.
• Experience working in complex, multi-stakeholder environments.
• Excellent leadership, communication, and stakeholder engagement skills.

Preferred Qualifications

Additional preferred qualifications include knowledge of Vision 2030 initiatives and digital government programs. Professional certifications such as TOGAF, CISSP, PMP, or ITIL are advantageous. Arabic language skills are highly preferred.

Successful candidates will demonstrate strong strategic thinking and execution capabilities, effective government stakeholder management, and proven digital transformation leadership. Competencies in regulatory compliance and risk management, alongside innovation and technology foresight, are also critical for this role.
