This includes managing vendor payments, implementing service-related financial controls, ensuring accurate invoice validation, preparing payment applications, managing deductions, and ensuring contract compliance. The primary objective is to protect the commercial interests of both the Client and DAB FMC, achieve value for money, and maintain robust financial control.
Key Responsibilities
- Establish and manage integrated commercial and cost control frameworks, including templates, registers, and approval workflows for contracts, invoices, deductions, claims, and payment records.
- Receive, review, validate, and register FMSP and vendor invoices against contract terms, KPIs, deliverables, manpower and resource compliance, SOA, and supporting records.
- Prepare Interim Payment Applications (IPA) and Interim Payment Certificates (IPC), ensuring all supporting documents are complete and obtaining required approvals.
- Manage variation logs, pricing validation, approvals, and assess the financial impact on revenue and cost.
- Develop, monitor, and control budgets, expenditure, accruals, and forecasts; identify overspend risks and cost-saving opportunities.
- Assess KPI performance and apply contract-compliant deductions, penalties, and adjustments as required.
- Validate supplier invoices against PO terms, approved rates, quantities, GRN, SRN, and delivery compliance before certification.
- Support RFQs, tender evaluations, benchmarking, and supplier comparisons to ensure cost efficiency and value for money.
- Validate subcontractor costs and invoices, ensuring back-to-back commercial compliance with upstream contract requirements.
- Track project profitability by aligning revenue against cost and provide variance analysis and financial insights.
- Maintain registers for invoices, IPCs, POs, PRs, deductions, variations, claims, warranties, and service contracts.
- Prepare dashboards and reports covering payment status, deductions, claims, variations, cash flow, liabilities, cost, revenue, and overall commercial performance.
Technical Knowledge and Systems
Candidates should possess strong knowledge of FM contract structures (lump sum, measured term, performance-based) and the commercial impact of SLAs/KPIs, including penalties and deductions. Proficiency in invoice validation, IPA/IPC preparation, contract administration, SOA review, PO/GRN/SRN validation, and payment certification is essential. Experience with variation management, cost planning, BOQ/SoW interpretation, procurement evaluation, claims management, dispute resolution, cost control, financial forecasting, and commercial risk management is required. Familiarity with budgeting, cost tracking, financial reporting in FM environments, and awareness of ISO 9001 and ISO 41001 within a commercial and financial governance context are also important. Experience with RP/finance systems, Excel cost and financial models, CAFM/CMMS (Maximo), Power BI dashboards, contract and payment registers, and document control systems is expected.
Qualifications and Experience
- Bachelor’s degree in Accounting or Finance; Facilities Management, Engineering Management, or Business Administration (MBA) are also considered.
- Minimum of 10 years in accounting/finance, preferably within facilities or property management.
- Experience in multi-site or complex FM portfolios.
- Strong experience in commercial administration, including invoice validation, billing, payment certification, deductions, claims, and contract compliance.
- Experience in cost management, procurement coordination, budget monitoring, and financial reporting.
- Experience managing FMSP/supplier commercial matters, PO-linked payments, and contract governance.
- Minimum IELTS Level 6 or equivalent in English proficiency.
