About the Role

Parsons Corporation is seeking a Construction Manager for Utilities Infrastructure to oversee projects in Riyadh. This full-time position requires 5-10 years of experience in managing complex construction projects.

Role Overview

The Construction Manager – Utilities Infrastructure is responsible for the comprehensive planning, coordination, and supervision of utility infrastructure construction and rehabilitation projects. This role involves managing multiple projects from their initial pre-construction phases through to final closeout, ensuring all work is executed safely, on schedule, within budget, to the required specifications, and in adherence to all regulatory and company standards.

Key Responsibilities

• Lead the daily construction management of utility infrastructure projects, including main installations, service connections, pump stations, substations, duct banks, and associated civil works.
• Develop and manage project execution plans, construction schedules, phasing strategies, and work sequencing.
• Monitor project progress against schedule and budget, implementing corrective actions to address delays or cost overruns.
• Coordinate constructability reviews of design documents and provide feedback to design teams.
• Manage the Request for Information (RFI) process, submittals, shop drawings, field orders, and change management procedures.
• Oversee project closeout activities, including punch lists, as-built documentation, testing, commissioning, and final handover.
• Direct and coordinate contractors, subcontractors, inspectors, and field staff across multiple sites.
• Conduct regular site inspections to verify quality, progress, and compliance with plans, specifications, and safety requirements.
• Resolve field conflicts and unforeseen conditions, such as utility conflicts, site constraints, and access issues.
• Coordinate construction activities with operations, maintenance, traffic control, and adjacent stakeholders to minimize disruptions.
• Chair or participate in weekly progress and site coordination meetings.
• Enforce and promote a strong safety culture in line with OSHA, company, and client requirements.
• Review and approve contractor safety plans, Job Hazard Analyses (JHAs), and site-specific safety procedures.
• Ensure quality control procedures are implemented, including inspections, testing, and documentation.
• Verify work compliance with applicable codes, standards, permits, and environmental regulations.
• Respond to and investigate safety incidents and non-conformances, implementing corrective and preventive actions.
• Assist in the preparation of project budgets and cost estimates.
• Monitor and track construction costs, quantities, and unit rates; review and verify contractor progress payment applications.
• Review and evaluate change order requests, negotiate pricing, and recommend approval or denial.
• Assist in the procurement of contractors and vendors, participating in bid reviews and contractor selection.
• Maintain thorough project documentation, including daily reports, photographs, logs, and correspondence.
• Coordinate with public agencies, utility owners, municipalities, and regulatory bodies for approvals, inspections, and permits.
• Engage with property owners, businesses, and the public regarding access, service interruptions, and construction impacts.
• Provide timely communication on project status, risks, and mitigation plans to internal and external stakeholders.
• Support community outreach efforts as needed.
• Interpret engineering drawings, specifications, and standards for underground and overhead utility infrastructure.
• Provide technical guidance related to trenching, shoring, Horizontal Directional Drilling (HDD), open-cut methods, pipe installation, testing, tie-ins, and restorations.
• Mentor junior staff and field engineers, fostering a collaborative project environment.
• Identify opportunities for constructability improvements, innovation, and cost savings.

Required Qualifications

• Bachelor’s degree in Construction Management, Civil Engineering, or a related field; or an equivalent combination of education and experience.
• 10 years of progressive experience in heavy civil or utility infrastructure construction.
• Proven experience managing field construction for multi-million-dollar infrastructure projects.
• Strong knowledge of construction means and methods for underground utilities and associated civil works.
• Demonstrated ability to read and interpret engineering drawings, specifications, and contract documents.

Preferred Qualifications

• Professional Engineer (PE), Certified Construction Manager (CCM), or equivalent credentials.
• Experience with public works or regulated utilities and associated procurement and contract requirements.
• Familiarity with GIS systems, asset management platforms, and project management software (*, Primavera P6, MS Project).
• Experience working in live utility environments and coordinating tie-ins and shutdowns.

• Strong leadership and team management skills with the ability to oversee multiple contractors and concurrent projects.
• Excellent communication, negotiation, and conflict-resolution abilities.
• Solid understanding of safety regulations, environmental requirements, and applicable construction codes.
• Proficiency in MS Office Suite; experience with construction management platforms.
• Strong analytical and problem-solving skills, with the ability to make sound decisions under time pressure.
