About the Role

WSP in the Middle East is seeking a Contracts Manager to oversee commercial and contractual aspects of large-scale infrastructure and urban development projects in Riyadh. This contract role requires extensive consulting experience and the ability to manage complex multi-contract environments.

Key Responsibilities

The Contracts Manager will be responsible for the comprehensive commercial and contractual management throughout the project lifecycle. This includes:

  • Preparing, reviewing, negotiating, and managing contract documents for consultants, contractors, and suppliers.
  • Administering the full contract lifecycle, from tender preparation and pre-award evaluation to post-award management and contract close-out.
  • Ensuring strict compliance with contract terms, deliverables, schedule requirements, and all applicable regulations.
  • Maintaining accurate contract registers, correspondence, change orders, insurance, guarantees, and approvals.
  • Monitoring contract budgets, payment applications, cash-flow forecasts, and financial exposure.
  • Evaluating and managing variations, extensions of time, claims, and contractual disputes.
  • Conducting cost impact assessments and providing recommendations to senior management.
  • Preparing commercial analysis to support management in negotiations and settlements.
  • Supporting procurement and tendering processes by preparing tender documentation, scope definitions, commercial conditions, and evaluation criteria.
  • Participating in bid evaluations and assisting in the negotiation of consultancy, construction, and service agreements.
  • Coordinating with legal and technical teams on bid clarifications, contract conditions, and award recommendations.
  • Identifying contractual and commercial risks and proposing effective mitigation strategies.
  • Ensuring adherence to relevant local regulations, international standards, and company policies.
  • Supporting internal and external audits, and monitoring Key Performance Indicators (KPIs) and compliance indicators.
  • Acting as the primary commercial point of contact between consultants, contractors, project management teams, and client representatives.
  • Facilitating decision-making on contractual issues and ensuring clear communication among all involved parties.
  • Preparing and presenting contractual and commercial reports to management.
  • Maintaining accurate records of all contractual documents, amendments, correspondence, and commitments.
  • Producing periodic reports on commercial status, pending claims, contract risks, and financial forecasts.

Qualifications and Experience

Candidates should possess the following qualifications and experience:

  • A Bachelor’s degree in Civil Engineering, Quantity Surveying, Construction Management, Law, or a related discipline.
  • Between 5 and 10 years of relevant contract management experience.
  • Proven experience in infrastructure, utilities, urban development, landscaping, roads, or government-managed projects.
  • A strong understanding of FIDIC, consultancy agreements, EPC contracts, subcontract agreements, and procurement procedures.
  • Demonstrated experience managing multiple contracts simultaneously, preferably within a governmental or semi-governmental project framework.

Required Skills

  • Excellent negotiation, communication, and stakeholder management skills.
  • Strong analytical and problem-solving abilities with a keen attention to detail.
  • Proficiency in MS Office, document control tools, and contract management systems.
