About the Cost Controller Role

TalentHive is seeking an experienced Cost Controller to join a leading construction organization. This full-time position is based in Riyadh, Jeddah, or Dammam, Saudi Arabia, and requires 5-10 years of experience. The role focuses on supporting project teams by managing budgets, forecasting costs, and monitoring financial performance to ensure projects remain commercially aligned throughout their lifecycle. This position is specifically for dedicated Cost Control professionals and is not an Estimation, Quantity Surveying, or Tendering role. Candidates with primary experience in these areas will not be considered.

Key Responsibilities

The Cost Controller will be responsible for the comprehensive monitoring and control of project costs from inception to completion. This includes:

• Preparing and maintaining project budgets, cost reports, and financial forecasts.
• Monitoring actual costs against approved budgets and identifying any cost variances.
• Producing weekly and monthly cost reports for project management and senior leadership.
• Preparing Cost-to-Complete (CTC), Estimate at Completion (EAC), and cash flow forecasts.
• Analyzing project cost performance and recommending corrective actions.
• Supporting project teams with budget planning and financial decision-making.
• Maintaining cost control systems, cost coding structures, and financial reporting processes.
• Monitoring change orders and assessing their commercial impact on project budgets.
• Coordinating with Planning, Procurement, Engineering, Finance, and Project Management teams to ensure accurate cost reporting.
• Ensuring compliance with company cost control procedures and reporting standards.

Mandatory Qualifications

Candidates must meet the following mandatory requirements:

• A minimum of 8 years of dedicated Cost Controller experience within construction projects.
• Experience must be solely focused on Cost Control throughout the majority of your career.
• A Bachelor's Degree in Civil Engineering.
• Proven experience in preparing budget reports, cost forecasts, Cost-to-Complete (CTC), Estimate at Completion (EAC), cash flow forecasts, cost variance analysis, and monthly cost reports.
• Strong knowledge of project budgeting, forecasting, and financial reporting.
• Experience using project controls and ERP systems such as Primavera P6, SAP, Oracle, or similar.
• Strong Microsoft Excel skills.

Preferred Experience

The following experience will be considered advantageous:

• Experience with large-scale building, infrastructure, or industrial construction projects.
• EPC or main contractor experience.
• Experience working within Saudi Arabia or the GCC region.
• A strong understanding of project controls and commercial reporting.
• Excellent communication and stakeholder management skills.

Role Context and Compensation

This role is designed for professionals who have built their careers specifically within Project Cost Control. The successful candidate will demonstrate a proven track record of controlling project costs, producing accurate financial reports, supporting project delivery teams, and ensuring projects remain within approved budgets from start to finish. The total package salary for this full-time position is SAR 12,000, inclusive of basic salary and allowances.
