About the Digital Cooperation Organization

The Digital Cooperation Organization (DCO) is an international intergovernmental organization established in November 2020. Its primary focus is to accelerate the growth of an inclusive and sustainable digital economy globally. The DCO brings together Ministries of Communications and Information Technology from its Member States with the aim of fostering digital prosperity for all. The organization supports youth, women, and entrepreneurs by leveraging the power of the digital economy and innovation to drive economic growth and social prosperity.

Role Overview: Director of the Digital Economy Investment Fund Secretariat

The Digital Economy Investment Fund (DEIF) Secretariat Director is a senior executive leadership position responsible for the establishment, operationalization, and global expansion of the DEIF, a key blended finance mechanism co-hosted by the DCO. This role is critical for strategically mobilizing capital to foster digital economy development across DCO Member States. The Director will lead the creation of the Global Investment Finance Alliance for Digital (GIFAD), engaging with multilateral development banks, bilateral donors, and private investors. By combining market intelligence with innovative financial solutions, the Director will oversee a Project Preparation Facility to develop a pipeline of investment-ready opportunities, thereby advancing global digital transformation, digital learning, and inclusive human capital ecosystems.

Key Responsibilities

• Define and implement the strategic vision, roadmap, and operational model for the Digital Economy Investment Fund (DEIF).
• Design and operationalize a blended finance architecture that integrates public, private, and concessional capital with innovative instruments to maximize development impact and financial sustainability.
• Ensure DEIF initiatives align with DCO strategic priorities and member country needs to support scalable and inclusive digital transformation.
• Conceptualize, establish, and operationalize the Global Investment Finance Alliance for Digital (GIFAD) as a primary global platform for coordinated financing.
• Lead negotiations for multi-partner investment platforms, co-financing arrangements, and strategic agreements with multilateral development banks, sovereign entities, development finance institutions, foundations, and private investors.
• Secure diversified funding sources and attract private sector participation through structured, de-risked financing solutions.
• Oversee comprehensive financial planning, resource allocation, and cost-efficient financing strategies to optimize fund performance and risk-return balance.
• Establish robust governance frameworks, policies, and standardized operational procedures for DEIF and GIFAD, ensuring adherence to global ESG and development impact standards.
• Establish and manage a Project Preparation Facility to accelerate project readiness, transforming concepts into high-quality, bankable, and investment-ready projects.
• Provide technical, financial, and regulatory design support to member countries and stakeholders, utilizing standardized tools and feasibility studies.
• Develop a donor intelligence hub and leverage organizational research to map the donor landscape, identify investment gaps, and produce strategic briefs.
• Foster an organizational culture that embodies DCO values, promotes high performance, and drives employee productivity.

Qualifications and Experience

• A minimum of 15 years of progressive professional experience.
• At least 8 years of experience in a senior leadership or managerial capacity within global fund management, blended finance architecture, capital mobilization, or international development finance.
• A Bachelor’s degree in Business Administration, Finance, Economics, or an equivalent field is required.
• A Master’s degree in Business Administration, Finance, Economics, or an equivalent field is required.

Location and Work Type

This full-time position is based in Riyadh. The role requires extensive experience, with a minimum of 10 years of professional background.
