About the Role

Qiddiya Investment Company is seeking a Director - City Technology Governance & PMO to lead and enhance the technology governance framework for the Qiddiya city development. This full-time position, based in Riyadh Province, Saudi Arabia, requires a strategic leader to oversee the Project Management Office (PMO) for technology initiatives, ensuring alignment with the company’s vision and strategic objectives. The role demands a visionary leader experienced in managing complex technology programs and influencing senior-level decision-making.

Role Context and Objectives

This leadership role is responsible for establishing and strengthening IT governance policies, standards, and procedures. The Director will drive excellence in technology project delivery and manage the portfolio of technology projects, focusing on quality, timelines, and budgets. Operating at the intersection of technology and city planning, the position is critical for the successful deployment of innovative technology solutions in line with Qiddiya’s unique vision.

Key Responsibilities

• Develop, implement, and maintain robust technology governance frameworks for city-scale smart infrastructure and digital services.
• Lead the Technology PMO, overseeing project planning, execution, resource allocation, risk management, and performance tracking for all technology initiatives.
• Ensure compliance with internal policies, industry standards, and regulatory requirements for technology deployments.
• Collaborate with cross-functional teams including IT, engineering, operations, and external partners to align technology projects with broader city development objectives.
• Advise senior leadership on governance and project management best practices, providing clear reports and recommendations.
• Drive continuous improvement initiatives to optimize project delivery processes and governance mechanisms.
• Manage stakeholder communication and expectations to ensure transparency and accountability throughout the project lifecycle.
• Identify emerging technologies and governance trends applicable to smart city environments.

Qualifications and Experience

• Bachelor's degree in Information Technology, Computer Science, Engineering, or a related discipline; Master’s degree is preferred.
• Minimum of 12 years of progressive experience in IT governance, project management, and smart city technology programs.
• Proven track record of leading PMOs and managing complex technology portfolios in large-scale infrastructure or city development projects.
• Strong knowledge of IT governance frameworks such as COBIT and ITIL, and project management methodologies including PMI and Agile.
• Experience with smart city technologies, digital infrastructure, and emerging tech trends is highly desirable.
• Relevant project management certification (*, PMP, PgMP) is a plus.
