About the Role

Qiddiya Investment Company (QIC) is seeking a Finance Senior Manager for its Property Management Staff Accommodation portfolio. This full-time position, based in Riyadh Province, Saudi Arabia, is crucial for managing the financial lifecycle of a growing asset portfolio projected to reach approximately 13,000 residential units by 2030. The role requires 8-10 years of progressive finance experience, with a strong emphasis on property management or real estate finance.

Role Context and Objectives

The Finance Senior Manager will serve as the senior financial leader for the staff accommodation portfolio, ensuring long-term asset value, operational efficiency, and financial sustainability. This role provides strategic financial direction, oversees financial operations, ensures governance and controls, optimizes cost structures, leads budgeting and forecasting, and supports long-term asset stewardship. The position collaborates closely with Property Management, Facilities Management, Community Management, Asset Management, Procurement, and Development teams to establish financially sound operational models and commercial strategies.

Key Responsibilities

  • Lead the end-to-end financial strategy for the Staff Accommodation portfolio, focusing on sustainability, scalability, and asset value creation.
  • Develop multi-year financial plans aligned with portfolio expansion targets.
  • Establish financial frameworks for operations including Property Management, Facilities Management, community management, security, catering, and occupancy.
  • Develop and oversee service charge models, cost-recovery mechanisms, pricing structures, and resident billing strategies.
  • Provide financial input into operating model design, operator selection, and commercial negotiations.
  • Build and lead the financial operating infrastructure for new assets, including budgeting, cost baselines, procurement financial reviews, and contract commercial governance.
  • Implement strong financial governance, internal controls, approval workflows, and spend-management protocols.
  • Partner with relevant teams to ensure commercial terms, KPIs, and SLAs drive cost efficiency and vendor performance.
  • Oversee financial aspects of operator contracts, including risk sharing and OPEX/CAPEX alignment.
  • Lead annual budgeting, OPEX/CAPEX planning, monthly reforecasting, and long-range planning for the portfolio.
  • Validate cost assumptions and financial implications of various service delivery models.
  • Drive cost optimization initiatives across utilities, FM spend, staffing, maintenance, and service contracts.
  • Ensure accurate financial modeling for phased openings, occupancy ramps, and stabilization periods.
  • Evaluate and approve commercial terms for all operational vendors.
  • Ensure pricing proposals, cost schedules, variations, and change requests are financially validated.
  • Lead commercial due diligence during operator procurement and contract renewals.
  • Monitor vendor performance against financial KPIs, compliance, and cost efficiency metrics.
  • Drive financial levers that enhance asset profitability, lifecycle value, and operational efficiency.
  • Evaluate ROI on FM strategies, sustainability initiatives, digital platforms, and cost-saving programs.
  • Support lifecycle asset management plans, including reserve fund modeling and maintenance planning.
  • Lead financial risk management, identifying and mitigating cost, budget, contract, and performance risks.
  • Oversee the implementation of financial systems, dashboards, and reporting tools supporting digital PM operations.
  • Ensure integration of relevant systems into financial workflows.
  • Drive automation, analytics, and data-driven decision making within the property management ecosystem.
  • Oversee monthly, quarterly, and annual financial reporting for the portfolio.
  • Prepare executive-level financial dashboards and presentations for senior leadership.
  • Ensure transparent reporting on commitments, accruals, risks, and vendor financial compliance.
  • Establish and enforce financial controls aligned with corporate governance requirements.
  • Ensure compliance with internal audit, external audit, and regulatory financial obligations.
  • Maintain contract compliance for all operator/vendor agreements.
  • Ensure accurate and compliant processing of service charges, resident billing, and financial records.
  • Oversee financial risk management including exposure mapping and contingency planning.
  • Ensure all financial practices comply with Saudi laws, regulatory frameworks, Qiddiya policies, and internal accounting standards.
  • Validate financial governance for all procurements linked to property management and operations.
  • Ensure RFPs include accurate cost baselines and financial evaluation criteria.
  • Perform financial due diligence for vendor qualifications and financial stability.
  • Approve commercial terms, variations, claims, and disputes based on financial merit.
  • Lead financial audits for the staff accommodation portfolio and ensure timely closure of findings.
  • Perform regular financial health checks for vendor contracts and budget performance.
  • Develop corrective actions to strengthen financial discipline and governance.

Qualifications and Requirements

  • Bachelor's degree in Finance, Accounting, Real Estate, or a related field.
  • MBA or relevant professional certification is preferred.
  • Minimum 8-10 years of progressive finance experience.
  • Significant exposure to property management or real estate finance.
  • Strong expertise in financial modeling, budgeting, and reporting.
  • Excellent analytical, communication, and leadership skills.
  • Proven ability to work collaboratively with cross-functional teams.
  • Experience with property management systems and relevant financial software is an advantage.
  • Knowledge of relevant regulatory and compliance standards.
