About the Role

UCC Holding is seeking an HSE Project Director to lead its Health, Safety & Environmental (HSE) – Site Management team in Riyadh, Saudi Arabia. This full-time position is critical for ensuring a productive and safe work environment across mega projects.

Role Purpose

The primary purpose of this role is to prevent and minimize human injury, environmental degradation, and unsafe working conditions or practices. This is achieved through the implementation of comprehensive health, safety, and environmental training, programs, and processes, with a visible and uncompromised commitment to fostering a positive culture and protecting people and the environment. The Director will make decisions in areas that may impact the organization, its employees, clients, budgets, policies, procedures, work practices, and compliance programs.

Key Responsibilities

  • Design and execute short-term, medium-term, and long-term HSE strategies aligned with organizational objectives.
  • Provide leadership, vision, and commitment to build and enhance HSE control within the organization.
  • Work directly with Senior Management to establish a culture of prevention, protection, and compliance.
  • Ensure the Company’s HSE Management System supports regulatory compliance.
  • Plan, monitor, and manage the execution of HSE activities on projects as per the HSE plan and HSEMS requirements.
  • Initiate, foster, and maintain HSE standards and goals through company and/or project-wide HSE programs.
  • Manage internal and external relationships for the effective and efficient achievement of HSE goals.
  • Provide leadership, ongoing guidance, and support to the HSE team.
  • Lead the development and implementation of HSE programs, including project site-based HSE Orientation and recognition programs.
  • Manage the monitoring of HSE metrics to provide recommendations to HSE management.
  • Run gap analyses to identify and address program gaps between company practices, client requirements, and regulatory compliance.
  • Oversee the development of approaches and solutions to HSE-related issues, including managing investigations and reporting of incidents/accidents and near-misses.
  • Support the implementation of HSE initiatives, participate in safety awareness activities, and contribute to incident reporting and resolution.

Qualifications and Experience

  • 15 to 18 years of working experience with mega contracting companies, specifically handling mega projects.
  • In-depth understanding of health, safety, and environmental regulations, standards, and best practices.

Essential Skills

  • Strong leadership and strategic planning abilities to develop and implement HSE programs and initiatives.
  • Proficiency in risk assessment, incident investigation, and emergency response management.
  • Excellent communication and stakeholder management skills to engage with internal teams, regulatory agencies, and external stakeholders.
  • Analytical and problem-solving skills to identify trends, assess performance metrics, and drive continuous improvement in HSE performance.
  • ERP knowledge, preferably SAP functional skills.
